DISCUSSION ISSUES FOR 8 A.M. BACA BREAKFAST
Councilmember Frank Ferry: COMMUNITY ORIENTED POLICING:
We would like to see the Sheriffs
Department embrace the Community
Oriented Policing philosophy, including
integrating this type of
education/training at the academy level.
Studies show that a very large
percentage of a deputy's work is more
"social work" than actual crime fighting.
We would like to see academy education
and deputy training mirror this.
Santa Clarita has had great success with
this program, having implemented it in
both Newhall and Canyon Country. In
Newhall, we saw a 13% drop in crime in
just a few months after implementing the
Community Interaction Team. In
Canyon Country, we received rave
reviews from residents and businesses
who asked for more of the CTT program.
Currently, we have funding through a
grant for this program. We'd like to see
this continue and expand
Also very popular is our bike patrol. A
team of deputies ride the paseos and bike
trails in good weather and have not only
created a positive presence in the
community but have worked to reduce
youth crime which occurs in these areas.
• Our Sheriff storefronts have also created
a good presence. We have one in
Newhall and we will soon be opening
one in Canyon Country at a new center.
Councilmember Laurene Weste: SELF INSURANCE AUTHORITY FOR
EFFECTIVE RISK MANAGEMENT
(SAFER) PROGRAM
• As a result of the settlements of two
large lawsuits which the County needed
to pay, a proposal was made to levy
Cities. SAFER was formed to take over
the Sheriffs' Department's Risk
Management program and protect City
funds to assure they would not be raised
to pay for the lawsuit.
• County agreed to leave liability
surcharge at 6% in the near term; our
plan is to stay with it
• Santa Clarita joined with other cities in
submitting a list of suggestions to
improve the management of SAFER
• Some of these include oversight by city
representatives, increased staffing and
the purchase of re -insurance
• The City representation and increased
staffing will probably increase our
immediate cost 1/8%
Councilmember Jan Heidt: DESCRIPTION OF AND SATISFACTION
WITH ONGOING RELATIONSHIP
• Relationship between City and Sheriffs'
Department got off to a rocky start. We
met with the "Brass" and worked
through the issues to our satisfaction!
This is the kind of relationship we wish
to continue to have with the Sheriffs.
• City has had a very good, responsive
relationship with the Sheriff's
department and have found department
to be getting better
• We've been very pleased with our
Captains but we are extremely pleased
with Don Rodriguez; especially his open
and communicative approach.
I was part of the initial group that
attended a program with Sheriff Block
which spurred the creation of our Anti
Gang Task Force. This has been very
important to our community. We also
have an active Sheriffs' Advisory
Committee, Boosters Group and United
Mothers who all work well with the
department and City.
In Santa Clarita, we are very lucky to
have an active, involved community.
This has been key to our success with
programs such as Safe House,
Community Oriented Policing, storefront
operations, and others. Keep up the
great work and welcome!
Mayor JoAnne Darcy: SAFEST CITY STATUS
• F.B.I. ranked Santa Clarita as the fourth
safest City of its size in the nation. We
are the only City in Los Angeles County
to be ranked in the top five.
Our public opinion polls continually tell
us that reaching "Safest City status" is a
high priority for our residents. We want
to be sure that we move up on the
ranking and not down!
With an ever-increasing population base,
both inside and outside our city limits,
this is a huge challenge!
• We would like to continue the proactive,
community -oriented policing approach
and work on more and better ways to
involve our youth in meaningful
programs.
Mayor ProTem Jill Klajic: HIGH PRIORITY FOR DOMESTIC
VIOLENCE PREVENTION
• Domestic violence has continued to rise
steadily in Santa Clarita and we are
concerned.
• We recently sought and received a
$120,000 grant which enabled us to be
very proactive in our efforts to diminish
family violence.
We were able to bring on a specially -
trained deputy to work with the City, the
community and a task force to educate
the community and implement programs
which target family violence.
• We have a very active community
group, Aid to Victims of Domestic
Violence, as well as a safe house.
City Manager George Caravalho: YOUTH ISSUES
While crime is generally going down
across the nation, youth crime continues
to rise steadily. Population figures show
a new baby boom in which children who
are now six and seven years old will be
huge in numbers in just a decade.
• Our City has a 30% plus population of
youth; higher than the average City.
• We have put a very high emphasis on
creating programs and facilities for our
youth so that they have meaningful
activities in which to engage.
Some of these include: bringing a
Mountasia Fun Center to the City,
building three new parks in 10 years,
under construction for Central park,
building a skate park, building a Sports
Complex with indoor basketball and
racquetball; replacing all play equipment
in every park within the last few years;
refurbishing all city pools; heavily
supporting the Boys and Girls Club,
including funding a new facility on the
east side of town; opening a Community
Center in Newhall; building 13 miles of
off-street bicycle/pedestrian trails;
offering afterschool programs and more.
We currently contract for SANE services
for 4"' through 6`" grade and we're very
interested in learning whether or not this
has been effective. We still have a
major drug abuse program among our
youth. Perhaps we would consider
implementing a new program for junior
and senior high schoolers.
