HomeMy WebLinkAbout1999-02-02 - MINUTES - STUDY SESSION NOTES (2)City Council/Redevelopment Committee Study Session February 2, 1999 Call To Order: 6:00 p.m. Roll Call: All Councilmembers were present. All Committee members were present with the exception of Phil Ellis. Flag Salute: Councilmember Heidt ITEM 1 WORK PROJECTS FOR 1999/MAIN STREET PROGRAM — Ken Pulskamp, Assistant City Manager, provided an overview of the Newhall redevelopment area, reviewed the status of tax increment money and the loan from the City's General Fund in the amount of $2,750,000. Frank Maga, Chair of the Redevelopment Committee, reviewed significant accomplishments. Elfreda Higgins, representing the Marketing & Promotion sub -committee, Mary Merritt, representing the Design, Codes and Capital Improvements sub -committee, and Frank Maga, representing the Finance subcommittee, outlined programs/work projects for 1999. Deborah Holley, Main Street Manager for Downtown San Luis Obispo, provided information on the formation and continuity of their program. Council/Committee discussion and concerns: acquiring the proper retail mix, forming an assessment district, anticipating problems/complaints from merchants, enforcing the special standards district and sign regulations, what the fagade program money can be used for, ensuring the proper zoning for the right mix of uses, obtaining information from other communities to give the committee the tools they need to proceed. Public Participation: There was none. Ken Pulskamp, Assistant City Manager, concluded the item and acknowledged the significant efforts of the committee. Mayor Darcy called for general Public Participation; there was none. Mayor Darcy called a recess at 7:35 p.m. and reconvened the meeting at 7:45 p.m. City Council/Redevelopment Committee Study Session February 2, 1999 Page 2 ITEM 2 CLOSED SESSION - Carl Newton, City Attorney, announced that the purpose of this Closed Session was for a conference with legal counsel - anticipated litigation: to consider initiation of litigation pursuant to Government Code Section 54956.9 (c) - one case. At 7:46 p.m., Mayor Darcy recessed the meeting into Closed Session and reconvened the meeting at 9:44 p.m. Carl Newton, City Attorney, announced that no action was taken during Closed Session that was required to be reported.
