Flag Salute: Councilmember Heidt ITEM 1 PRE -BUDGET SESSION — George Caravalho, City Manager, provided an overview of the upcoming budget proposal and explained the sources of funds and the concept of fund balance. Steve Stark, Director of Administrative. Services, provided a presentation on city funding including events that shape local government finance, the shift in revenue sources, impacts on the City, and the future of city revenues. Copies of the Unfunded Capital Projects Catalog were distributed. City Manager Caravalho reviewed the unfunded capital projects and requested that each councilmember prioritize the list and return their rankings to staff. Council questions and concerns: clarification of the projects listed on the priority list; the possibility of doing a bond act for projects; the College of the Canyons proposal for a theatre; developing a strategy for the film industry in Santa Clarita. City Manager Caravalho suggested the COC proposal could be included in a comprehensive presentation on the cultural arts program as part of the budget presentation. ITEM 2 AFFORDABLE HOUSING — PRESENTATION ON THE POSSIBLE CREATION OF A HOUSING AUTHORITY — Steve Stark, Director of Administrative Services, made a presentation including the research process used, basic questions, accomplishments, what staff learned, affordable housing challenges, affordable housing opportunities, and options for change. Council questions and concerns: providing a dormitory/boarding house type facility; enforcing the acceptable number of rooms for rent in a residence; and creating affordable housing for those in need. Mayor Darcy called for general Public Participation; John Steffen commented on a single "parent" outreach; Mark Young, Vice President, Community Development Corp. who operates the homeless shelter, indicated interest in working with the City; and Allan Cameron spoke regarding the Transit Mixed Concrete facility.
