HomeMy WebLinkAbout1999-05-18 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session May 18, 1999 Call To Order: 5:32 p.m. Roll Call: All Councilmembers were present Flag Salute: Councilmember Klajic ITEM 1 1999/2000 BUDGET & CAPITAL IMPROVEMENT PROGRAM — George Caravalho, City Manager, provided an overview of the proposed budget, the capital improvement program for fiscal year 1999/2000 and the pavement management system. He introduced Management Analysts Ken Striplin and Elena Galvez and Supervising Engineer Chris Price. Mr. Striplin outlined the proposed budget including the anticipated schedule; goals; general fund revenues, expenditures and reserves; and highlights for each department. Ms. Galvez outlined the proposed capital improvement program including changes from the last fiscal year; funding sources; and project categories and locations. Mr. Price outlined the pavement management system including steps in the program; findings by Harris & Associates; examples of existing conditions and distributed a map showing the pavement condition index. Council questions and concerns: moving more expeditiously on road connections for Wiley Canyon, Magic Mountain and San Fernando; focusing on center city roads to help current residents; having a lead agency for the arts to coordinate the facilities and develop guidelines; needing good scheduling so shows won't detract from what's going on in Newhall; pursuing a sphere of influence with efforts similar to that for the All America City award; checking into the purchase of a steam cleaning machine for sidewalks throughout the City; and the status of synchronizing traffic signals throughout the City. Mr. Caravalho indicated items that would return to Council for further discussion included the central road network; including money in the budget for lobbying efforts for the sphere of influence; the College of the Canyons proposal for a performing arts center; and the possible purchase of a steam cleaner. Mayor Darcy called for Public Participation. Harry Gratz and Warren Johnson spoke regarding a veteran's memorial. Ken Pulskamp, Assistant City Manager, indicated information would be brought back to Council regarding the full cost for a veteran's memorial.
