HomeMy WebLinkAbout1999-06-01 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session June 1, 1999 Call To Order: 5:34 p.m. Roll Call: All Councilmembers were present Flag Salute: Councilmember Klajic ITEM 1 COLLEGE OF THE CANYONS THEATER — George Caravalho, City Manager, explained that the College of the Canyons is embarking on the design and construction of a theater facility. Both the William S. Hart Union High School District and the City have expressed an interest in exploring a partnership with the College to enhance the facility by adding educational classroom amenities and theater seating capacity to benefit both the high school and college students. Rick Putnam, Director of Parks, Recreation and Community Services outlined details, displayed elevations and discussed the additional seating capacity and estimated cost. Council questions and concerns: whether there were other funding sources being pursued; how time would be scheduled for various programs and users; the location of the building; who would be the lead agency; providing economic equity to the various communities of the City; phasing the costs; an equitable distribution of facilities throughout the Valley; getting all parties back to the table for more discussion. David Stears, representing the Santa Clarita Repertory Theater and Arts Alliance, expressed concern with the percentage of use by the community. Ben Boydston, representing the Canyon Theatre Guild, expressed concern for use of the facility by local arts groups. City Manager Caravalho indicated staff would continue to pursue the proposal and schedule a meeting with the various parties. ITEM 2 TRANSPORTATION - George Caravalho, City Manager, pointed out various roads anticipated to be constructed throughout the City. Tony Nisich, Director of Transportation and Engineering Services, distributed a map and explanation of the Central City Road Network and discussed each road in detail. Council questions and concerns: being sensitive to the river with bridge crossings; funding sources; priorities. Council considered the links with Golden Valley Road and Via Princessa as priorities. ITEM 3 FOLLOWUP TO 1999/2000 BUDGET STUDY SESSION - George Caravalho, City Manager, discussed the list of potential unfunded projects and tentative commitments which totaled approximately $15 million, including an approximate 10% reserve. City Council Study Session June 1, 1999 Council questions and concerns: the appropriate location for a Veterans' Memorial and obtaining the total cost for such a project; Council direction: bring back a proposed policy on the Pavement Management System and charging a fee for cutting streets; provide options for a library mitigation feelassuming responsibility for libraries; bring back full cost proposal for purchasing a steam cleaner; continue existing policy on a Veterans' Memorial and look at possible properties; add $5,000 to Chamber of Commerce's allocation for film. City Manager Caravalho indicated more information would be provided and further discussed at the June 8, 1999 public hearing on the budget. Mayor Darcy called for general Public Participation. Connie Worden-Roberts discussed the City's road network. Harry Gratz and Warren Johnson discussed the Veterans' Memorial. Mayor Darcy adjourned the meeting at 8:10 p.m. 99,jnnlss -41L, � Sharon L.
