ITEM 1 UPDATE ON PROCESSING OF THE NORTH VALENCIA 2
SPECIFIC PLAN AND ANNEXATION — Vince Bertoni, Planning
Manager, provided an overview of the presentation and introduced
Laura Stotler, who discussed the location of the subject property, what
the specific plan includes and the status of the annexation, and Jennifer
Adamick, who discussed the environmental impact report.
Council questions and concerns: request was made for a copy of the
specific mitigation measures for traffic. Discussion followed concerning:
status of the annexation petition; how the developer will handle
problems like those recently with the Media One "rock"; what triggers
the Decoro bridge; whether the Valencia Bridge and Thoroughfare
District has been formed; the size of the park; possibly separating the
school from the park to not have portables encroach on the available
park space; seeing detail about the trails: the design, who will
maintain, width of the river, integration of the trail with the river and
how often the area floods. Further discussion followed concerning the
MWD easement and how the City is restricted from using the acreage;
obtaining information about how the commercial uses are doing in the
area; not wanting empty buildings that don't work; how the City
benefits from the project. Council requested a tour of the area and
would like to see the entire agreement with the school as well as what
the police and fire mitigation measures are.
ITEM 2 MANAGEMENT OF CREEKS ON PRIVATE PROPERTY - Jeff
Lambert, Director of Planning & Building Services, provided history of
the item and specific issues that have been identified. Tony Nisich,
Director of Transportation and Engineering Services, discussed possible
solutions and options. A list entitled "Creek Management Responsible
Agencies" was distributed; a brochure is currently being printed.
Council questions and concerns: providing notice to property owners so
they are aware of the situation and their responsibilities; getting
something recorded in the chain of title so owners are aware and cannot
fall back on what their realtor told them; doing a mapping of the areas
to let people know what hazards exist; possibly doing a demonstration
project to make people aware and obtaining grant funding for the
project; including phone numbers on the list of responsible agencies and
distributing it with the brochure.
City Manager Caravalho indicated staff could gain public involvement
by forming a committee with representatives from the affected areas
and could come up with a drainage master plan and creating a drainage
district to provide a vehicle for a long-term strategy. Further, staff
could make a presentation to the Homeowners' Association and get
them involved in drafting the plan. Staff would prepare an item for a
regular City Council meeting possibly in September to include strategy,
costs and possible funding sources.
Mayor Darcy called for general Public Participation; there was none.
Councilmember Heidt expressed concern that no Concerts in the Park were scheduled
in Canyon Country or Saugus and that too many events were being held at the Hyatt.
Councilmember HIajic agreed and suggested that a tour be conducted for City staff to
be aware of the facilities available including schools and churches.
