July 7, 1999
Call To Order: 5:32 p.m.
Roll Call: All Councilmembers were present; Councilmember Ferry entered the
meeting at 5:34 p.m. Councilmember Klajic entered at 5:45 p.m.

ITEM 1 PRESENTATION TO CITY COUNCIL FROM SANTA CLARITA LLC
REGARDING PORTA BELLA CLEANUP AND DEVELOPMENT — Jeff
Lambert, Director of Planning & Building Services, provided an overview of
the presentation.
Bill Manetta, Chief Engineer for the Santa Clarita Water Company, provided
information on what is being done to determine the magnitude of the problem
with perchlorates in the groundwater. Two wells have been shut down and
are not anticipated to be opened again.
Mr. Lambert indicated that another special study session would be scheduled
in September to provide Council with more specific information as further
progress is made into the matter.
Myla Bobrow, President of Remediation Financial Inc., provided information
on RFI's purpose, approach, team success stories and the Porta Bella site.
Financial models and solutions are being finalized with more information to
be available in September.
Allan Berg, Environmental Project Manager for RFI, discussed the operable
unit concept and the status of investigations. Greg Boyd, Director of Real
Estate for RFI, discussed the restoration process.
Tom Cota, State Department of Toxic Substance Control, explained the
relationship between DTSC and RFI. No remediation plan has been
determined yet; there are over 250 different types of chemicals of concern.
Each unit will be investigated separately with its own remediation plan and
risk assessment.
Council questions and concerns included: the certification and
indemnification process; what responsibility DTSC accepts; the timeline for
the cleanup; potential location for roads; the current development agreement;
space available for parks and open space; and unique opportunities with the
site.
Mayor Darcy called for general Public Participation; Connie Worden-Roberts addressed the
Council.
Mayor Darcy adjourned the meeting at 7:04 p.m.
