HomeMy WebLinkAbout1999-11-02 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session November 2, 1999 Call To Order: 5:30 p.m. Roll Call: All Councilmembers were present except Councilmember Ferry. Flag Salute: Was led by Councilmember Heidt ITEM 1 TRANSIT IMPACT FEE UPDATE — Tony Nisich, Director of Transportation & Engineering Services, assisted by Nicole Kvarda, made a presentation on updating the Fee including background, assumptions, limitations, a valley -wide district boundary estimated capital costs for fixed route, commuter and dial -a -ride buses and signs, estimated new development costs, giving developers credit for improvements made and what the next steps are. Council questions and concerns: obtaining a comprehensive listing of all impact fees on new developments; utilizing appropriate sized buses based on the number of riders at peak/low times; proceeding to discuss this with the County. ITEM 2 PEDESTRIAN BRIDGE CROSSING EVALUATION CRITERIA STUDY PRESENTATION — Kevin Tonoian, Management Analyst, Department of Transportation & Engineering Services, introduced Erik Justesen of RRM Design Group, who reviewed the Study including its purpose, definitions, issues and opportunities. Mr. Tonoian presented the Pedestrian Bridge Analysis including 4 potential locations for bridge facilities along Via Princessa & Oak Ridge Drive. Council questions and concerns: being sure we are connecting neighborhoods and not creating hazards; seeing constraints as opportunities; increasing pedestrian access into the system; considering equity issues as far as who is paying costs; requiring developers to meet the City's standards based on safety then connections. George Caravalho, City Manager, pointed out the public policy issues needing Council's consideration including whether the bridges were desirable for the entire community, how they would be built and maintained in existing communities, not degrading other amenities as a result of adding bridges, how costs would be financed. Mayor Darcy called for general Public Participation. Connie Worden-Roberts, chair of the Transportation Committee, commented on access to Central Park and needs in established areas including Bouquet Canyon and Whites Canyon.
