A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
SUPPORTING FULL FUNDING ($900 MILLION PER YEAR)
FOR THE FEDERAL LAND AND WATER
CONSERVATION FUND
Whereas, in 1964, Congress created the Land and Water Conservation Fund
(LWCF) to assure that all Americans have access to high quality recreation resources, to
enhance the health and vitality of the Nation, and to preserve valuable habitat; and
Whereas, investments from the fund support the creation of public parks, efficient
management of forests, preservation of clean water and open spaces and guarantee outdoor
recreational opportunities, and other social and environmental objectives for the nation;
and
Whereas, the LWCF is authorized to invest $900 million annually, for the
acquisition of public parks, public forests, and open space, including state and local
resource conservation and recreation projects, including playgrounds, ball fields, national
historical sites, scenic trails, and nature reserves; and
Whereas, though the enabling legislation provided for such allocations and
encouraged Congress to provide federal acquisition of certain lands and urban sites and
recreational opportunities, for several years, the federal program has been under funded
and no allocations have been made to fund the stateside grants program; and
Whereas, the canyons surrounding the Santa Clarita Valley are known to be
riparian, wetland, watershed areas, and a vital link within the wildlife corridors of the Rim
of the Valley Trail System, connecting the Santa Monica, San Gabriel, Santa Susana
Mountains and Santa Clarita Woodlands; and
Whereas, Santa Clarita is surrounded by open space which matches the criteria for
projects eligible to receive funding through the LWCF's federal and state programs; and
Whereas, the Santa Clara River is the last natural wild river remaining in Southern
California, and the Santa Clara Riverbed is the primary source of rejuvenation for the
underground water supply for the Santa Clarita Valley; and
Whereas, Santa Clarita is one of the fastest growing urban communities in Southern
California, and residents have expressed the desire to preserve the rapidly diminishing
local topography and natural resources that comprise open spaces surrounding and through
Santa Clarita; and
Whereas, without congressional allocations for federal land, acquisition for national
parks, forests, wildlife refuges, and other lands, opportunities for outdoor recreation is
hindered and for stateside programs, states are severely limited in their capacity to develop
parks and open spaces or provide funds to local jurisdictions for the creation of
neighborhood recreational facilities and open space areas;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the
City of Santa Clarita, strongly urge the full and permanent funding of the Land and Water
Conservation Fund at or above $900 million per year and support the equitable distribution
of funds throughout the nation, and within states to local communities.
