A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA, CALIFORNIA, MAKING
DESIGNATIONS AND APPOINTMENTS TO FULFILL
RESPONSIBILITIES AND PERFORM DUTIES FOR
SPECIAL ASSESSMENT PROCEEDINGS
WHEREAS, the City Council (the "Council") of the City of Santa Clarita (the
"City") is considering the formation of an improvement district, pursuant to the Municipal
Improvement Act of 1913, being Division 12 (commencing with Section 10000) of the
California Streets and Highways Code, for the construction of certain public works and
improvements together with appurtenances and appurtenant work and acquisitions of
rights-of-way in connection therewith, generally described as follows:
Installation of new pavement and base, curbs and gutters, sanitary sewer
system, local storm drain collection system within City right-of-way, including
appurtenances and the necessary public right-of-way or public easement areas related
thereto, together with incidental costs and costs of issuing assessment bonds (the
"Improvements"); and
WHEREAS, the lands proposed to be specially assessed for the
Improvements shall be included within an improvement district designated:
ASSESSMENT DISTRICT NO. 99-1
(VERMONT DRIVE, EVERETT DRIVE IMPROVEMENTS)
(the "Improvement District"); and
WHEREAS, the City intends to make certain designations and appointments
to fulfill responsibilities and perform duties incident to the assessment proceedings, and
now desires to ratify such designations and appointments and to make others in the time,
form, and manner required by law.
NOW, THEREFORE, the City Council of the City of Santa Clarita. does
hereby resolve as follows:
SECTION 1. The above recitals and each of them are true and correct.
SECTION 2. The person appointed to assume the responsibilities and
perform the duties of Superintendent of Streets for the Improvement District shall be the
City Engineer of the City of Santa Clarita (the "Superintendent of Streets").
SECTION 3. The Office of the City Engineer is hereby designated as the
place for the recordation of the assessment roll and diagram, which shall be kept as a
permanent record of the Improvement District.

SECT10N 4. The newspaper designated for all publications for the
Improvement District shall be THE SIGNAL.
SECTION 5. The engincer(s) appointed to assume the responsibilities and
perform the duties of the Engineer of Work for the Improvement District shall be WILLDAN
ASSOCIATES (the "Engineer of Work").
SECTION 6. The attorney(s) appointed as Bond Counsel shall be
FULBRIGHT & JAWORSKI, L.L.P. (the "Bond Counsel"). On such terms as are specified
in an agreement on file with the City.
SECTION 7. The financial advisor appointed for the Improvement District
shall be KELLING, NORTHCROSS & NOBRIGA (the "Financial Advisor"). On such terms
as are specified in an agreement on file with the City.
PASSED, APPROVED AND ADOPTED this 12th day of January , 1999.
