HomeMy WebLinkAbout1999-07-13 - RESOLUTIONS - STATE PARK BOND ACT (2)RESOLUTION 99-139 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA SUPPORTING CALIFORNIA ASSEMBLY AND SENATE BILLS CREATING THE STATE PARK BOND ACT Whereas, the City of Santa Clarita is surrounded by canyons which are part of the National Forest and contain vital watershed areas and portions of a continuous wildlife corridor linking a vast area of Southern California mountain ranges; and Whereas, Santa Clarita is home to the last natural wild river in Southern California, which is a primary source of rejuvenation for the underground water supply for the Santa Clarita Valley; and Whereas, Placerita Canyon State Park, is an important asset to all of Southern California, and is visited by hundreds of school children daily, and is seriously under funded for much needed repairs; and Whereas, adequate funding is not currently available from state programs to develop parks and open. spaces, or to provide funds to local jurisdictions for the creation of neighborhood recreational facilities and preservation of open space; and Whereas, Santa Clarita is surrounded by open space which meets the criteria for which the state park bond act is being created; and Whereas, investments from a state park bond act support the creation of and efficient management of public parks, preservation of clean water and open spaces and guarantees outdoor recreational opportunities and other social and environmental objectives for California; and Whereas, Santa Clarita is one of the fastest growing urban communities in Southern California, and the community has established that the preservation of rapidly disappearing local topography and natural resources that comprise open spaces around and through Santa Clarita is a high priority; and Whereas, voters have consistently demonstrated their desire to preserve parklands, open space, the coast and wildlife and cultural resources; and Whereas, parks, outdoor recreation and open space enhance property values and stimulate local, regional and state economies; and Whereas, the preservation of California's open space directly benefits local jurisdictions and the City of Santa Clarita is committed to providing its residents with adequate urban parks, protection of its watershed which is vital to rejuvenate the underground water supply utilized during times of drought, preservation of Placerita Canyon State Park, the Santa Clara River, open spaces surrounding the Santa Clarita Valley, The Rim of the Valley Corridor and trails, and recreational opportunities; NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of Santa Clarita strongly support the placement of a State Park Bond Act on the November, 2000 Ballot provided the funds are distributed equally throughout the state per capita to local communities.
