A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
CLARITA, CALIFORNIA, PASSING ON AND GIVING PRELIMINARY
APPROVAL TO THE REPORT OF THE ENGINEER OF WORK AND
APPOINTING A TIME AND PLACE FOR A PUBLIC HEARING
WHEREAS, the City Council (the "Council") of the City of Santa Clarita. (the
"City") is considering the formation of an improvement district, pursuant to the Municipal
Improvement Act of 1913, being Division 12 (commencing with Section 10000) of the
California Streets and Highways Code, for the construction of certain public works and
improvements together with appurtenances and appurtenant work and acquisitions of
rights-of-way in connection therewith, generally described as follows:
Installation of new pavement and base, curbs and gutters, sanitary sewer
system, local storm drain collection system within City rights-of-way, including
appurtenances and the necessary public right-of-way or public easement areas related
thereto, together with incidental costs and costs of issuing assessment bonds (the
"Improvements"); and
WHEREAS, the lands proposed to be specially assessed for the
Improvements shall be included within an improvement district designated:
ASSESSMENT DISTRICT NO. 99-1
(VERMONT DRIVE/ EVERETT DRIVE IMPROVEMENTS)
(the "Improvement District"); and
WHEREAS, pursuant to Sections 10203 and 10204 of the Streets and
Highways Code, the Engineer of Work has prepared and presented a report (the "Engineer's
Report"):
NOW, THEREFORE, the City Council of the City of Santa Clarita does
hereby resolve as follows:
SECTION 1. The above recitals and each of them are true and correct.
SECTION 2. The Engineer's Report is hereby preliminarily approved and
adopted.
SECTION 3. The Engineer's Report shall stand for the purpose of all
subsequent proceedings undertaken pursuant to the Resolution of Intention.
SECTION 4. 6:30 p.m. on March 9, 1999 at the regular meeting place of the
Council, City Council Chambers, City of Santa Clarita, 23920 Valencia Boulevard, Santa
Clarita, California, 91355, is hereby fixed as the time and place for a public hearing of
protests to the installation of said public improvements, and any interested person may
object to the installation of said public improvements, or to the extent of said assessment

district or to said proposed assessment by filing a written protest with the City Clerk of the
City at or before the time set for said public hearing. Each protest must contain a
description of the property in which the signer thereof is interested sufficient to identify the
same and, if the signers are not shown on the last equalized assessment roll as the owners
of such property, must contain or be accompanied by written evidence that such signers are
the owners of such property. The City Clerk of the City shall endorse on each protest the
date of its receipt and at said time appointed for said hearing shall present to the Council
all protests filed with her.
SECTION 5. The City Engineer is hereby directed to cause a notice of said
public hearing to be given by mailing notices thereof in the time, form and manner provided
by law, and upon the completion of the mailing of said notices, the City Clerk of the City is
hereby directed to file with the Council an affidavit setting forth the time and manner of the
compliance with the requirements of law for mailing said notices.
SECTION 6. The City Engineer, City of Santa Clarita, 23920 Valencia
Blvd., Santa Clarita, California, 91355, telephone (805) 255-4942, is hereby designated to
answer inquiries regarding the protest proceedings.
SECTION 7. The City Engineer is hereby directed to file a copy of the map
entitled Proposed Boundaries of Assessment District No. 99-1, (Vermont Drive, Everett
Drive Improvements) in the Office of the County Clerk and Recorder of the County of Los
Angeles within fifteen (15) days of the adoption of this resolution, said boundary map to be
in the form prescribed in Section 3110 of the California Streets and Highways Code.
