HomeMy WebLinkAbout2000-03-28 - AGENDA REPORTS - 2000 MTA CALL FOR PROJ (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: March 28, 2000 2000 MTA ABBREVIATED CALL FOR PROJECTS APPLICATION Transportation & Engineering Services RECOMMENDED ACTION City Council approve the 2000 MTA Abbreviated Call for Projects list and direct staff to submit complete grant applications in the amount of $29,481,800 to the MTA by the March 31, 2000 deadline. BACKGROUND On Wednesday, March 1, 2000, the Los Angeles County Metropolitan Transportation Authority (MTA) announced that they would be conducting an Abbreviated Call for Projects for the 2000 State Transportation Improvement Program (STIP). The MTA will be awarding grants from two different fund sources and has released two separate applications. One source of funds is the STIP project development funds authorized by AB 1012. The MTA anticipates having approximately $65 million to award to agencies applying for project development funding. These funds are limited to the environmental review and design phases of a transportation project. Construction funding is not available under this category. The MTA is also soliciting applications for project construction funding. The MTA anticipates that the California Transportation Commission (CTC) will make additional STIP funding available to counties in response to the Governor's initiative to provide much more timely State funding for transportation projects. The amount of funding available will not be known until late March or April. The estimates of additional STIP funding for the MTA range from $100 million to $600 million. MTA staff anticipates the actual amount to be closer to the $100 million estimate. Transportation & Engineering Services took the lead in coordinating the City's grant application efforts. Staff from various departments met to discuss projects that would be good candidates for this grant funding opportunity. Because the focus of the 2000 STIP Amendment is to fund projects that are "ready to go," MTA is requiring that projects have completed preliminary design documents. k � Agenda tern® 2000 MTA ABBREVIATED CALL FOR PROJECTS March 28, 2000 — Page 2 2000 Funding Requests: The various divisions within the City have prepared their respective applications for the 2000 MTA Abbreviated Call for Projects under the following modal categories: Regional Surface Transportation Improvements and Transit Capital (see List of Candidates). The applications are due to the MTA by Friday, March 31, 2000. The MTA will review the grants during April, and the MTA Board will adopt the list of successful grant projects at their May meeting. The grant funds will be programmed over four years from 2000 to 2004. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no immediate fiscal impact from submitting the recommended grant applications. If grant funds are awarded to a project, the required local match funds will come from an existing project budget. If there are insufficient funds in the project budget, staff will return to the City Council with the appropriate budget amendments.
