SUBJECT: AGREEMENT BETWEEN MUNICIPAL TRANSIT OPERATORS OF LOS
ANGELES COUNTY
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council authorize the City Manager to enter into an agreement with municipal transit operators
of Los Angeles County to participate in the Los Angeles County Municipal Operators Coalition.
BACKGROUND
In 1995, the municipal transit operators of Los Angeles County (MUNIs), including Santa Clarita
Transit, formed the Los Angeles County Municipal Transit Operators Coalition (LACMOC). The
goal was to craft legislation that would ensure that all federal, state, and local funds available in Los
Angeles County for bus operations or capital would be shared proportionately among all transit
operators. The MUNIs believed that this legislation was necessary because a potential conflict of
interest existed with the Los Angeles County Metropolitan Transportation Authority (MTA) being
the agency charged with distributing these funds and its transit operation being the largest recipient
of these funds. This effort was successful with SB 1755 being signed into law in late 1996.
For the past several months, the MTA has claimed that "Proposition C - 40 percent funds" are not
subject to SB 1755; therefore, the portion of funds dedicated to bus operations do not need to be
shared with the MUNIs. The MUNIs disagree and have attempted to reach a compromise with the
MTA. The MTA Board is scheduled to vote on the compromise in February. However, due to
legislative timelines, the MUNIs cannot wait for this vote to occur if they want to pursue a legislative
remedy this year. Therefore, LACMOC is being reactivated to pursue legislation that clears up any
uncertainty that "Proposition C - 40 percent funds" are subject to the provisions of SB 1755. If the
MTA Board supports the compromise, the MUNIs may abandon this legislative effort.

FISCAL IMPACT
If the MUNIs prevail, it is estimated that Santa Clarita Transit would receive over $600,000.00 per
year of additional revenue. Santa Clarita's fair share for participating in the potential action as a
member of the coalition is $1,928.00. Funding for this action exists within the Transit budget.
