Brad Therrien DATE: February 22, 2000 SUBJECT: 1999-2000 ANNUAL OVERLAY PROGRAM — AWARD CONSTRUCTION CONTRACT AND AUTHORIZE A CHANGE ORDER TO THE DESIGN CONSULTANT'S CONTRACT — PROJECT NO. M0010 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the construction contract for the 1999-2000 Annual Overlay program, Project No. M0010, to Granite Construction in the amount of $2,310,912.75 and authorize a 15 percent contingency expenditure in the amount of $346,636.90; and approve a change order to the design contract of Construction Management Inspection (CMI) to include construction inspection in the amount of $62,400.00 and authorize a 15 percent contingency expenditure of $7,200.00. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. The Annual Overlay Program will resurface various streets throughout the City to provide a smoother ride for traffic, enhance the appearance of the area, and extend the economic life of the roadway. The major arterial streets scheduled for overlays are as follows: Valencia Boulevard, McBean Parkway, Lyons Avenue, Sierra Highway, and Tournament Road (see Exhibit "A"). The local streets to be included in this program are in the Canyon Country area and are bounded by Sierra Highway to the west, the City limit to the east, SR -14 to the south, and the City limit to the north (see Exhibit "B"). On July 13, 1999, the City Council authorized the advertisement for bids for the 1999-2000 Annual Overlay program, Project No. M0010. The City Clerk's Office received four proposals and opened the bids on February 2, 2000. The proposals to construct the 1999-2000 Annual Overlay program are within the Engineer's Estimate and the approved project budget. After reviewing the bid summary, staff verified the apparent low bidder's contractor's license, sureties company, and project Agenda Itemlo 1999-2000 ANNUAL OVERLAY PROGRAM AWARD CONSTRUCTION CONTRACT February 22, 2000 - Page 2 references. Based on the investigations, staff recommends awarding the construction contract to Granite Construction, the lowest responsive bidder, in the amount of $2,310,912.75. To ensure efficient and proper procedures in constructing the project, a full-time inspector is required to deal with the day-to-day issues and to respond quickly to citizens' concerns regarding the overlay project. These costs were anticipated and specifically identified in the Fiscal Year 1999-2000 budget. CMI was responsible for the field review and recommendations on the type of maintenance treatment for the streets scheduled in the 1999-2000 Annual Overlay program. Their familiarity with this project and extensive experience in construction management and inspection will benefit the program. Staff recommends adding construction inspection to the contract of CMI. The construction is estimated to be completed in 120 working days, and the cost for the construction inspection is $62,400.00. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The expenditure for the proposed 1999-2000 Annual Overlay program in the amount of $3,332,000.00 is funded in the Fiscal Year 1999-2000 budget.
