SUBJECT: 2000-01 ANNUAL OVERLAY AND SLURRY SEAL PROGRAMS,
PROJECT NOS. M0012 AND M0013 - AWARD DESIGN CONTRACT

RECOMMENDED ACTION
City Council award the contract to Pavement Engineering Inc. for engineering design
services for 2000-01 Annual Overlay and Slurry Seal programs, Project Nos. M0012 and
M0013, in the amount of $75,120.00 (overlay: $31,038.00, slurry: $44,082.00) and authorize
a 15 percent ($11,268.00) contingency expenditure. Authorize the City Manager or
designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The Annual Overlay and Slurry Seal programs are an integral part of the City's pavement
management program. The City's Annual Overlay and Slurry Seal programs operate on a
five-year to seven-year cycle. Each year, streets are studied to identify the need for overlay
or slurry.
The Annual Overlay program will resurface various streets throughout the City to provide
a smoother ride for traffic, enhance the appearance of the area, and extend the economic
life of the roadway.
• The streets to be included in the Annual Overlay program are within the vicinities of
Valencia, Canyon Country, and Saugus.
The Annual Slurry Seal program will seal surface cracks, enhance skid resistance
Properties, and increase pavement life.
• The streets to be included in the Annual Slurry Seal program are within the vicinities of
Valencia, Canyon Country, and Saugus.

Staff prepared a Request for Proposals (RFP) for the subject project. Included in the RFP
was the requirement to design the necessary improvements and identify streets in need of
improvement within the project areas. The RFP was sent to firms on the City's Design
Consultants List. Three firms submitted proposals (see Exhibit "D"). Based on technical
qualifications and methodology for the project, Pavement Engineering Inc. is the
recommended firm.
ALTERNATIVE ACTION
City Council may choose to postpone or cancel the project. This action would have a
significant negative impact on the condition of the streets in question.
FISCAL IMPACT
Funds have been allocated during the mid -year budget review (Fiscal Year 1999-2000) to
cover the design cost of this project. Funds in the amount of $60,509.00 have been
budgeted for the Annual Overlay program in Account No. M0012001, and funds in the
amount of $55,000.00 for the Annual Slurry Seal program have been budgeted in Account
No. M0013001.
