SUBJECT: ARCADIA STREET IMPROVEMENTS — AWARD DESIGN
CONTRACT - PROJECT NO. S2002
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council award the contract to Korve Engineering for the engineering design services
for Arcadia Street Improvements, Project No. S2002, in the amount of $34,806.00 and
authorize a 15 percent contingency expenditure in the amount of $5,220.90; and authorize
the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
Arcadia Street, north of Lyons Avenue, is a residential street without curb, gutter, or
sidewalk. The proposed improvements will enhance pedestrian safety and improve drainage
in the area.
This project will install curb and gutters, sidewalk, and retaining walls, and reconstruct
some portions of Arcadia Street.
A 1990 Community Development Block Grant (CDBG) Census Block identified
Arcadia Street as an eligible area for the grant. The funding for this improvement is a part
of the City's Annual Entitlement from CDBG and is included in the Fiscal Year 1999-2000
budget.
Staff prepared a Request for Proposals (RFP) for the subject project. Included in the RFP is
the requirement to design the necessary improvements for the project. The RFP was sent
to firms on the City s Design Consultants List two separate times. Two firms submitted
proposals (see Exhibit "B"). Based on technical qualifications and methodology for the
project, staff recommends the firm of Korve Engineering, the most qualified bidder.

FISCAL IMPACT
This project is funded by a Community Development Block Grant (CDBG) in the amount of
$50,000.00. Sufficient funds have been budgeted in Fiscal Year 1999-2000, in Account
No. S2002104, to cover only the cost of the design of the project. Construction of the
improvements will be proposed in the Five -Year Capital Improvement Plan.
