SUBJECT: TRANSIT SERVICES AND MAINTENANCE CONTRACT AMENDMENT
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council authorize the City Manager to negotiate and execute a contract amendment with
ATC/Vancom, Inc., and appropriate $10,000 to Account No. 4600-8081 from the Transit Fund
Balance, subject to City Attorney approval.
On May 28, 1996, City Council awarded a five-year contract to ATC/Vancom, Inc. for the
operation of transit services and vehicle maintenance. Approximately six months ago, a
significant increase in service employee turnover materialized, particularly among the ranks of
bus drivers. Since that time, several steps have been taken to attract and maintain quality
employees. However, as the economy continues to strengthen, the labor market tightens and
personnel shortages continue. Recently, published trips on commuter and local bus service have
been canceled due to a lack of drivers.
ATC/Vancom and City management staff continue to analyze the current job market and
anticipate that a resolution to address issues relating to the economic well-being of Santa Clarita
Transit bus drivers will be reached in the coming weeks.

FISCAL IMPACT
The City Manager's ongoing effort to negotiate and execute a contract amendment with
ATC/Vancom is projected to increase the City's current Transit budget by $10,000. These
additional funds are currently available within the City's Transit Fund Balance. At this time,
staff believes the potential amendment to the ATC/Vancom contract will potentially increase
Transit's operational costs during Fiscal Year 2000-01 by $113,000. This increase will be
reflected in the proposed Fiscal Year 2000-01 Annual Budget, and is subject to the final approval
of the City Council.
