HomeMy WebLinkAbout2000-10-24 - AGENDA REPORTS - BEVERAGE RECYCLING GRANT (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENTCALENDAR City Manager Approval DATE: October 24, 2000 Item to be presented bg7 Jill Posselman SUBJECT: DEPARTMENT OF CONSERVATION BEVERAGE CONTAINER RECYCLING GRANT DEPARTMENT: Planning & Building Services RECOMMENDED ACTION City Council increase estimated revenues in account 453-6714 by $42,500 and appropriate $42,500 to account number 3814-8001. Authorize the City Manager, or designee, to execute any contracts, agreements, or change orders arising out of the Department of Conservation Beverage Container Recycling Grant. BACKGROUND In February of 2000 the California Department of Conservation, Division of Recycling made $10,500,000 in funding available to cities and counties to fund beverage container recycling programs throughout the State. Funds were distributed to those cities and counties, which applied. The City received a check from the Department of Conservation for $42,500, the full amount requested, in September of 2000. Programs funded by the grant must create recycling opportunities or public outreach efforts for the recycling of beverage containers that posses a redemption value. Examples include most plastic, glass, aluminum and metal beverage containers sold today pursuant to the Beverage Container Recycling and Litter Reduction Act. This act actually expanded the types of containers eligible for redemption in an attempt to increase statewide recycling participation. In May of 2000, the City Council passed Resolution No. 00-58 authorizing the funding request for the Department of Conservation Beverage Container Recycling Grant. Funding from the Department of Conservation will be used to establish a public education campaign to promote awareness of the eight redemption centers in town. An informational brochure will be created and mailed to residents. The brochure will detail what types of materials are eligible for redemption as well as the location of local redemption centers. Promotional items will also be produced for distribution at community events like Business Expo, Arbor Day and River Rally. Finally, regular advertisements will be posted in various local print media distributed throughout the City including the Signal and Magazine of Santa Clarita. This program will help increase the City's overall AB939 diversion rate. ALTERNATI'VE ACTIONS None. FISCAL IMPACT This program will have no impact on the general fund.
