Brad Therrien SUBJECT: BOUQUET CANYON ROAD RESTRIPE — PROJECT NO. C4002 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council direct staff to proceed with the complete design to restripe Bouquet Canyon Road between Festividad Drive and Plum Canyon Road and reconfigure the impacted intersections; and direct staff to propose an additional $250,000.00 during the Fiscal Year 2000/2001 budget process to provide full funding for project construction. BACKGROUND At the request of the City Council, the Bouquet Canyon Road Restripe project was funded within the CIP budget as a late addition, in the amount of $144,000.00, during the Fiscal Year 1999/2000 budget process. The purpose of this project is to restripe Bouquet Canyon Road between Festividad Drive and Plum Canyon Road from two to three traffic lanes in. each direction. The restriping would allow for a shared third lane, allowing cars during peak -hours, and then exclusively allowing bicyclists to use the lanes during non -peak hours. This project will improve the safety and traffic flow within this corridor. During the process of finalizing the scope of work, staff determined that sufficient funds were not available for the construction of the above referenced project. This was established after the detailed field survey analysis, which is not part of the preliminary budget assessment. The newly estimated amount for the construction project is $422,000.00. In order to accommodate three traffic lanes for the entire length of the project, two signalized intersections require extensive modification (approximately $190,000.00), including traffic signal loops. 1) Bouquet Canyon Road and Seco Canyon Road will include median relocation, traffic signal poles relocation, and new wiring; and 2) Bouquet Canyon Road and Haskell Canyon Road will require the relocation of a median island. d Item.2A BOUQUET CANYON ROAD RESTRIPE February 22, 2000 — Page 2 The remaining balance of funds will be spent on the median island modification at Plum Canyon Road; removal and placement of the existing striping for the bike lanes in both directions; and complete restriping of the portion of the road from Festividad Drive to approximately 500 feet east of Seco Canyon Road, and from Heidi Jo Lane to approximately 500 feet east of Haskell Canyon Road. ALTERNATIVE ACTIONS 1. Perform the complete design and phase the construction project. Phase 1 would modify the intersection of Bouquet Canyon Road and Seco Canyon Road for six -lane traffic flow, restripe northbound Bouquet Canyon Road to Haskell Canyon Road, modify the Bouquet Canyon Road and Haskell Canyon Road intersection, and restripe southbound Bouquet Canyon Road from Haskell Canyon Road to Alamogordo Road. This option would require additional funds in the amount of approximately $190,000.00. Staff will propose to fund this phase in Fiscal Year 2000-2001. Phase 2 would consist of restriping the extension from Haskell Canyon Road to Plum Canyon Road for six -lane traffic flow, and median modification at Plum Canyon Road, for an extra cost of approximately $110,000.00. Staff will propose to fund this phase in Fiscal Year 2001-2002. 2. Do not approve the additional funds and abandon the project. 3. Other action as determined by the City Council. FISCAL IMPACT The total budget in the General Fund for the Bouquet Canyon Road Restripe, Project No. C4002, is $144,000.00. Approximately 50 percent of the available current budget will. be spent for the design within the 1999/2000 Fiscal Year. Additional funds in the amount of $280,000.00 will be proposed for the 2000/2001 Fiscal Year budget to construct this improvement without phasing. ATTACHMENT None. MC:tw wmcil\bouquet.doc
