P0001— BID AWARD DEPARTMENT: Field Services RECOMMENDED ACTION City Council disqualify Royal Oaks Property Development and Renovation Co. and award contract to Blackwood Builders in the amount of $127,636 (including 10% contingency) to install ceramic tile at various City park facilities. Approve budget transfer of $37,636 from Auxiliary Lot Expansion F1005001-8001 to Ceramic Tile Project P000100I-8001 to meet full costs of original scope of work plus option to include Valencia Meadows Aquatics flooring. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND INFORMATION In the 1999/2000 budget, City Council authorized funds of $91,000.00 for replacement of tiles in restrooms located in the following parks: Bouquet Canyon, Newhall, Old Orchard, Santa Clarita, Valencia Glen, and Valencia Meadows. On January 11, 2000, Council approved plans and specifications and authorized staff to advertise for Project No. P00010-01, Bid No. FS -99-00-18, to install ceramic tile on the floors and walls of various park sites. Lowest bid failed to meet these minimum requirements. Staff found the next low bid, Blackwood Builders of Santa Claritia, CA, did meet these qualifications. Blackwood Builders possesses a State Contractor's License and is in good standing with the State Contractor's License Board. The bid of $116,036 was reviewed for accuracy and conformance to the contract documents and found to be complete. References have indicated that this contractor has performed work to their satisfaction.Staff believes it would be prudent to also replace the floor tiles at Valencia Meadows Aquatics Building. There are savings available in the Auxiliary Parking Lot Expansion project that could be used for this replacement. It is the goal of the City to not only maintain but also to continuously enhance our facilities. Therefore, we have schools neighboring the park sites participating in the design of decorative tiles to be placed on some walls of the facilities. Maya Lampson, Special Assistant to the City Manager, is managing the project and working with teachers on school involvement. ALTERNATIVE ACTION Other action as determined by Council. FISCAL IMPACT Funds totaling $91,000.00 have been allocated for this project in the FY 1999/2000 budget.
