GOALS ON SUSTAINABLE, MANAGED GROWTH

BACKGROUND
At the Council's January 11, 2000 meeting, Mayor Jo Anne Darcy outlined her workplan for the
ensuing year titled, Goals for Success in the New Millenium. One of the top priorities noted was
to form the Mayor's Advisory Committee on Managed Growth to create a plan which would
result in shared standards for development and the provision of infrastructure throughout the
Santa Clarita Valley.
In responding to the Mayor's goal, staff has initiated meetings with Los Angeles County
Regional Planning Staff and has defined the parameters of a draft memorandum of
understanding (MOU) to develop a joint Santa Clarita Valley -Wide General Plan that would
be adopted by both agencies.
At tonight's meeting, staff will give a brief verbal update on the project, summarize the
strategies of the MOU, discuss the project's potential schedule, and review the Mayor's list of
committee members. Staff will also be able to answer questions regarding this issue.

FISCAL IMPACT
The anticipated overall costs for the project is several hundred thousand dollars. The City has
earmarked $50,000.00 and appropriate staff time to manage the project's initial phases. The.
County has committed $100,000.00 and additional staff resources to assist the City with this
project. This $150,000 will go towards developing and implementing the joint general plan's
guiding principles. Staff will return during the next budget cycle to request additional monies
as needed to complete the project.

MAYOR APPOINTS COMMITTEE
TO DEAL WITH GROWTH
In an effort to better address issues related to growth in the Santa Clarita
Valley, Mayor Jo Anne Darcy has appointed a new committee, the Mayor's
Advisory Committee on Managed Growth.
The 15 -member committee will be chaired by Mr. John Hoskinson, a local
businessman, and meetings will be held monthly. Darcy selected committee
members representing a cross section of the entire Santa Clarita Valley.
Representation includes Los Angeles County, environmentalists, residents,
business leaders, water and school officials, as well as the City of Santa Clarita.
The Advisory Committee will advise the City and County in the
development of guiding principles to balance economic development and
environmental resource preservation. It will complete its goal, which will result
in better planning and provision of infrastructure within 18 months.
"I believe that this Committee, together with other efforts currently
underway, including a joint City -County general plan, can really implement
standards Valley -wide which will result in better planning and provision of
infrastructure," commented Mayor Darcy.
The fust meeting of the Mayor's Advisory Committee will be held on
Monday, March 13, 2000 at 4 p.m. at City Hall, in the Century Conference Room,
