SUBJECT: CITY COUNCIL RESOLUTION IN SUPPORT OF THE CROSS -
VALLEY CONNECTOR PROJECTS

City Council adopt a resolution supporting the public funding priority and implementation
of the Cross -Valley Connector projects.
At the September 6, 2000 Study Session, the City Council received an update on the
Central City Roads Program (Program). The attached memorandum entitled "Central City
Roads Program" describes how the Program was developed to identify and apply cost
estimates for the transportation infrastructure needed in the center of the City.
As part of the Program, staff is also developing a funding strategy including securing
"outside" public funding to assist the City in implementing these regionally significant
transportation improvement projects. At the September 6, 2000 Study Session, several
Councilmembers expressed support for the efforts being made to complete the various
components of the "Cross -Valley Connector." The Cross -Valley Connector is defined as
Newhall Ranch Road from the Interstate 5/State Route 126 interchange to Golden Valley
Road, and Golden Valley Road from that point east to the interchange of Golden Valley
Road and State Route 14.
Mayor Pro Tem Weste requested that staff return to the City Council with a resolution that
would demonstrate the City Council's support for making the Cross -Valley Connector the
City's primary priority in terms of prioritizing public funding requests.
No alternative action has been identified by staff.

SUBJECT: CENTRAL CITY ROADS PROGRAM
City Council receive the presentation by staff regarding the Santa Clarita Central City Roads
Program and provide staff with direction to implement the Program.
The Santa Clarita Central City Roads Program (Program) was developed to identify and apply
cost estimates for all transportation infrastructure needed in the center of the City. The
Central City area is roughly defined by Bouquet Canyon Road to the north, State Route 14
(SR -14) to the east, Sierra Highway to the south, and San Fernando Road to the west. The
Program includes all arterial roadway segments, major intersection grade separations
(flyovers), freeway interchange improvements, and railroad grade separations identified in the
City's General Plan.
While providing needed roadway capacity identified in the City's Circulation Element, the
implementation of the Program will also achieve the following objectives:
• Provide east -west roadway links, dramatically reducing 'cross -valley' trip lengths and
travel times.
■ Support the valley's commercial and industrial base by enhancing the efficient movement
of goods.
■ Provide much-needed alternative routes across the City.
• Provide safe and unobstructed north -south access across the Metrolink railroad tracks.
• Support a multi -modal transportation network by dramatically reducing cross valley bus
travel times, and accommodate bicycle travel by including Class I bike paths adjacent to all
major roadways.

As part of the Program, staff is also developing a funding strategy to secure *outside" funding
to assist the City in implementing these regionally significant transportation improvement
projects. Potential funding sources i6entified to date include the Metropolitan Transportation
Authority (MTA) Call for Projects, the State Transportation Improvement Program (STIP),
Federal Demonstration Projects, and the California State In&wtmcture Bank. This funding
strategy attempts to leverage local Bridge & Thoroughfare (B&T) fees and other local
transportation funds with state and federal funding opportunities.

Other action as determined by the City Council.
FISCAL 22ACT
The preliminary cost estimates for all of the transportation infrastructure improvements
identified in the Program now total over $380 million. More accurate cost estimates are
currently being prepared as part of the joint City/County efforts to update the B&T District
fees.
