SUBJECT: CANYON HIGH SCHOOL TENNIS COURT IMPROVEMENTS,
PROJECT NO. P0012 — AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council award the construction contract for the Canyon High School Tennis Court
Improvements, Project No. P0012, to Malibu Pacific Tennis Courts, Inc. in the amount of
$171,700.00 and authorize a 10 percent contingency expenditure in the amount of
$17,170.00; and authorize the City Manager or designee to execute all documents, subject
to City Attorney approval.
BACKGROUND
In November 1997, City staff determined that there was a severe lack of lighted tennis
facilities within the Santa Clarita Valley, specifically within the Canyon Country area. In
January 1998, as part of a cooperative effort as outlined in the latest Joint Use Agreement
between the City of Santa Clarita and the William S. Hart Union High School District, both
parties agreed to improve the tennis court facility at Canyon High School. The
improvements will include resurfacing, new lights, and new fencing. The City agreed to
fund the project, and in exchange, the district would allow the courts to be open to the
public after school and on weekends.
On April 25, 2000, the City Council authorized the advertisement for bids for the
Canyon High School Tennis Court Improvements, Project No. P0012. The City Clerk's
office received two proposals and opened the bids on May 25, 2000 at 11:00 a.m. The low
bid was $179,000.00.
The remaining construction budget, minus contingency amounts, for this project is
$182,000.00. After reviewing our options with the school district, it was decided to remove
two items from the bid list. The items agreed upon to remove were the bleachers and the
practice wall. Removal of these items allows for the project to be completed within the
remaining construction budget. If the City or school district obtains additional funding,
staff will return to the City Council to address any changes.

After reviewing the bid summary, staff verified the apparent low bidder's contractor's
license, sureties company, and project references. Based on these investigations, staff
recommends awarding the construction contract to Malibu Pacific Tennis Courts, Inc., the
lowest responsible bidder, in the amount of $171,700.00.
ALTERNATIVE ACTION
1. Increase budget to complete the original scope of work.
2. Other action as determined by the City Council.
FISCAL IMPACT
Sufficient funds have been budgeted in Fiscal Year 1999-2000 in Account No. P0012001.
Funds in the amount of $100,000.00 are currently budgeted in Account No. P0012210, with
the remaining project budget of $110,000.00 budgeted in Account No. P0012001.
