S3005 — PHASE 2 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council appropriate a budget for the Golden Valley Road and Soledad Canyon Road Interchange, Project No. S3005, in the amount of $164,000.00 and authorize a 20 percent contingency expenditure in the amount of $32,800.00 for the second phase of this project, which was authorized by the City Council on November 30, 1999. Authorize the City Manager to execute all documents, subject to City Attorney approval. Increase estimated revenues by $196,800.00 in Account No. 301-6193, and increase appropriations in Account No. S3005301-8001 by $196,800.00. 2) City Council direct staff to develop funding strategies for the ultimate improvements. 3) City Council direct staff to continue to work with affected property owners and community members to explore interim traffic circulation proposals for the south side of Soledad Canyon Road between Golden Oak Road and Rainbow Glen Drive. BACKGROUND In response to City Council's direction at the November 30, 1999 Council meeting, ASL Consulting Engineers has begun the preliminary design and environmental assessment phase of this project. This phase will address many of the issues raised during the project's initial study phase, including aesthetics, noise, and potential impacts to the adjacent properties. The preliminary design and environmental assessment of the project will narrow down the considerations to three of the five alternatives developed in Phase 1: Alternative No. 2 - A grade -separated crossing with loop connector across DWP easement and on/off ramps along south side of Soledad Canyon Road connecting to Golden Valley Road; Alternative No. 3 - An at -grade crossing; and Alternative No. 4 - A grade -separated crossing with a connector road through the northwest quadrant of the interchange. As staff continues to develop this phase, additional public meetings are planned to provide status updates and obtain input from local residents and businesses. Staff scheduled the first public meeting for this phase on April 20, 2000. GOLDEN VALLEY AND SOLEDAD CANYON ROAD INTERCHANGE — PHASE 2 April 25, 2000 - Page 2 In addition, staff recently submitted an application for funding through the MTA's Abbreviated Call for Projects. Funding was requested for allstages of the project, including design, right-of-way acquisition, and construction. If successful, the funds would constitute up to 35 percent of the total estimated project cost of a grade -separated alternative. On January 25, 2000, City Council authorized the City Manager to develop an agreement between the City and the owners of the Valley Business Center to mitigate potential future adverse impacts that might otherwise cause the costly and obtrusive condemnation of land and buildings in the Center. Staff has initiated this process with Mr. Jim Orr, the representative for the Valley Business Center, and has begun exploring mutually acceptable solutions. As part of the preliminary design, the City's consultant is currently mapping and setting the footprint and elevations of the proposed interchange to aid in this coordination effort. This effort will provide information that can be used for any ultimate decision. Per City Council's request, at the February 1, 2000 Council Study Session, staff gave a brief overview of the concept alternatives developed in the Feasibility Study Report, and illustrated possible right-of-way impacts to the Valley Business Center (VBC) given each of the five alternatives. In addition, staff informed Council of the two "interim" at -grade options proposed by the Soledad Canyon Improvement Alliance, which were presented to staff by Allan Cameron and Larry Rasmussen on December 16, 1999. In response to traffic circulation concerns for the time period between the construction of Golden Valley Road and the interchange at Soledad Canyon Road, staff will continue to work with the community to explore and identify feasible "interim" solutions. As the project schedule currently stands, staff will complete the CEQA environmental documentation and return to Council for approval in June 2000. Phase 2 is then scheduled for completion by October 2000. The findings from this next phase of the project will provide the Council with specific information to make a final determination regarding the alignment of the proposed interchange. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Although under the City's jurisdiction, the subject project is within the joint City/County Bridge & Major Thoroughfare (B&T) Construction Fee District. The City anticipates that the County will fund this next phase of the project in the same manner as the phase just completed, utilizing County B&T fees collected within the Bouquet district.
