HomeMy WebLinkAbout2000-03-14 - AGENDA REPORTS - HOMELESS SHELTER UPDATE (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval Item to be presented y: Adele Macpherson DATE: March 14, 2000 SUBJECT: TEMPORARY HOMELESS SHELTER UPDATE AND REQUEST FOR EXTENDED OPERATION DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION Approve the Santa Clarita Community Development Corporation's request to extend the homeless shelter operations through April 30, 2000. BACKGROUND On August 24, 1999, the City Council approved the use of the Santa Clarita Sports Complex (SCSC), Building 1, as a temporary homeless shelter from November 18, 1999, through March 31, 2000, and allocated $10,000 to the Santa Clarita Community Development Corporation (SCCDC) for implementing the temporary shelter. Pursuant to the agreement with the City, the Santa Clarita Community Development Corporation has been providing staff with weekly status reports. Since the shelter's opening on November 18, 1999, the number of guests each night has fluctuated. The average number of guests has been 18.5, an increase from last year's 15.3. This increase can be attributed to shelter operations beginning earlier, and a consistent level of referrals from community-based organizations. On February 1, 2000, the Santa Clarita Community Development Corporation formally requested their use of Building 1 be extended through April 30, 2000. This will permit the City to take occupancy on May 2, 2000, and begin tenant improvement construction. ALTERNATIVE ACTION Deny the Santa Clarita Community Development Corporation a one-month extension. Pursuant to the terms of our agreement with the City, the Shelter is to close following its last night of operation on March 31, 2000. SCCDC, through its Board of Directors, hereby requests that the- City allow the Shelter to. remain in operation through the end of April 2000, with the doors closing when guests leave on the morning of May 1, 2000. Please note that ag additional funds for operation of the Shelter are being requested. SCCDC has sufficient funds to pay all of the operating expenses of the Shelter for the additional month requested. This requested extension is identical to extensions that were granted in 1998 and 1999. In view of the continued use of the Shelter by 20 to 30 needy individuals each night, and the continued support of the Shelter by volunteers from many religious and civic organizations throughout the Santa Clarita Valley, we believe that the need for the Shelter exists, and that we have the ability to provide for that need in a cost-efficient way. This winter, additional services have been added to the operation of the Shelter, including: representatives of the Los Angeles County Department of Mental Health on hand three nights a week for assessment, counseling, and referrals; a mobile medical staff from Northeast Valley Health Corporation on. site once every two weeks; and 24901 ORCHARD VILLAGE ROAD a SANTA CLARITA, CALIFORNIA 91355 TELEPHONE 661-259-1298 a FACSIMILE 661-297-8394 Mr. Aaron P. Pursuant to the terms of our agreement with the City, you are receiving regular reports on the operation of the Shelter.
