SUBJECT: YEAR TWO OF THE RESIDENTIAL HOUSEHOLD HAZARDOUS
WASTE PILOT PROGRAM AND USED OIL COLLECTION
PROGRAM CONTRACT AWARD.

RECOMMENDED ACTION
Award contract to Curbside, Inc. for an amount not to exceed $131,000 ($80,000 from
account 3820-8069 and $51,000 from the used oil block grant, account 3812-8001) and
authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.

This award will continue residential collection of recyclable household hazardous waste
(HHW) and used motor oil in the City of Santa Clarita. The first year of the HHW pilot
program which started in July of 1999 has been successful. Curbside, Inc. is currently
providing this service. The program collected over 130,000 pounds of hazardous material
city-wide. Approximately 1,200 door-to-door collections were completed and 107 residents
participated in the one -day collection event held in September at Canyon Country Park.
City Staff completed a study of the pilot program!s performance. Based on the study, staff
concluded:
The majority of the hazardous waste collected from homes consists of six types of
materials:
• latex paint (42% of the waste stream)
• oil based paint (23% of the waste stream)
• used motor oil (11% of the waste stream)
• auto batteries (6% of the waste stream)
• solvents (6% of the waste stream)
• antifreeze (3% of the waste stream)
Door-to-door collections are more popular with residents than one -day collection events.
More public education is needed to maintain consistent program participation.
More bi-lingual public education is needed to reach Spanish speaking residents.

The goal of the program is to raise public awareness about reducing the amount of
hazardous waste in the home, protect public health and safety and natural resources in the
City, and provide a convenient and safe method for the proper disposal of household
hazardous waste. The city is currently developing a household hazardous waste brochure
and will place advertisements on a regular basis in local newspapers and magazines.
The program will consist of door-to-door collections of household hazardous waste. Similar
to the current pilot program, residents will call an 800 number to schedule a collection. The
contractor will then travel to the resident's home and collect the material. There will be no
charge to the resident for this service. Approximately 1,800 households will be served
during the program. All material collected from residents will be recycled or incinerated by
the contractor. No material will be sent to landfills.
The program will collect the following hazardous materials from residences: antifreeze,
automotive batteries, used motor oil, oil filters, latex paint and oil based paint. Collection
of these materials will capture approximately 85% of the City's household hazardous waste
stream at a significantly lower cost than collecting all types of household hazardous waste.
This will allow more collections to occur during the program while collecting a majority of
the waste stream and maximizing cost effectiveness. The cost per collection will vary
between $60 and $75 depending on what materials are collected. The City will continue to
maximize use of local County roundups. Residents who have more toxic, unrecyclable types
of household hazardous waste will be encouraged to participate in these events.
Funds from the 6' Cycle Used Oil Block Grant will contribute $60 to each collection
whenever used motor oil or oil filters are present.
Funding for this program was included in the Stormwater Utility budget for the 2000/2001
fiscal year. Funding for the program was also included in the Used Oil Block Grant budget
for the 2000/2001 fiscal year. An additional $20,000 was budgeted to provide effective
advertising for the program.
1. City Council may elect to not authorize the award of the HHW portion of the program
and implement the used oil portion of the program only.
2. City Council may elect to not authorize the award and direct staff to re -open the RFP
process.
FISCAL IMPACT
Program cost will be $100,000 from the Stormwater Utility account 3820-8069: $80,000 for
door-to-door collections and $20,000 for public education and outreach. $51,000 from the 6'
Cycle Used Oil Block grant will contribute to all collections where used oil and filters are
present. The used oil block grant is currently in account 3812-8001.
