HomeMy WebLinkAbout2000-02-08 - AGENDA REPORTS - INSTALL MULTI-WAY STOP (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by Rabie Rahmani DATE: February 8, 2000 SUBJECT: NEWHALL AVENUE/DALBEY DRIVE MULTI -WAY STOP INSTALLATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution authorizing the installation of a multi -way stop control at the intersection of Newhall Avenue and Dalbey Drive. BACKGROUND Staff has received a request from William S. Hart School District (Exhibit "A") to investigate the possibility of the installation of a three-way stop at the intersection of Newhall Avenue and Dalbey Drive. Newhall Avenue and Dalbey Drive is a T -intersection with an existing stop sign on Dalbey Drive. The intersection is adjacent to a junior high school and a park. There is heavy traffic congestion during school arrival and dismissal hours. A traffic study was conducted and showed that the installation of a multi -way stop at this intersection is warranted. This multi -way stop control would minimize traffic congestion and establish right-of-way assignments at this intersection, and therefore enhance the safety of pedestrians and motorists entering or crossing. ALTERNATIVE ACTIONS Other action as determined by City Council. FISCAL IMPACT Funds are available in the Field Services Striping and Signing Maintenance account for this work. Rahmani, P.E. 23920 Valencia Blvd., Suite 300 Santa Clarita, CA 91355-2196 SUBJECT: TRAFFIC CONCERNS This is a follow up to our verbal conversations relative to the above subject. The District currently has three (3) concerns it would like you to look into and see if you can help us. SHADOW PINES BLVD AT GRANDIFLORAS: It is requested the striping be changed at that intersection to allow the school district to have a bus stop where the city bus stop is currently located. Current road striping prohibits us from utilizing this bus stop location. 2. SOLEDAD CANYON ROAD AT GOLDEN OAK: Due to the stop sign on Golden Triangle, it is all but impossible for traffic to exit onto Soledad Canyon Road in a timely manner. At various times of the day traffic is backed up for a minimum of 15 minutes to clear this intersection. Perhaps the timing of the signal could be adjusted. Many days I have to stand at the signal and press the pedestrian walk sign so that the signal is extended. This is a major inconvenience to the motoring public and by bus routes. ...W.OA DLBEY AT NEWHALL AVENUE: �J It has been requested by one of the sc ool board members that we explore the possibility and feasibility of having a stop sign installed at this intersection. The request is made for the safety of the students as they are arriving and leaving Placenta Junior High School. As discussed, I'm prepared to meet with you at these locations to review the District's concerns. Any assistance you can provide with these issues will be greatly appreciated.
