SUBJECT: LEFT -TURN RESTRICTION FROM THE SENIOR HOUSING COMPLEX
ONTO WILEY CANYON ROAD
DEPARTMENT: Transportation and Engineering Services
RECOMMENDED ACTION
City Council direct staff to prohibit left -turns out of the easterly driveway of the senior housing
complex located at 23520 Wiley Canyon Road, and install the necessary signs and markings to
prohibit those movements.
The Traffic Engineering Division was requested by the Housing Authority of the County of
Los Angeles (see attached letter, Exhibit "A") to investigate the potential prohibition of
left -turns coming out of the senior housing complex onto Wiley Canyon Road at the easterly
driveway (see Exhibit "B," Vicinity Map).
Staff has investigated and field -reviewed the existing access to the housing complex and
concurs with the request. Since the recent opening of the Wiley Canyon Road bridge over
San Fernando Road, the traffic on Wiley Canyon Road has increased, and is expected to
increase further once the new residential development in the Circle J Ranch area is completed.
Making a left -turn movement out of the driveway is not desirable, as it requires finding and
judging gaps in the high-speed traffic in both directions of Wiley Canyon Road and crossing four
lanes of traffic. If the left -turn is prohibited, the motorists who wish to go west on Wiley
Canyon Road can easily make a right -turn at the driveway and then make a U-turn at the
nearby intersection of Wiley Canyon Road and Via Pacifica, which is controlled by a traffic
signal.
It should be noted that the new traffic signal at the intersection of Wiley Canyon Road and
Via Pacifica has a left -tum phasing in the eastbound direction. The attached Exhibit "C" shows
the proposed restricted left -turns. This is the preferred movement and is recommended by staff.
ALTERNATIVE ACTIONS
1. Leave existing situation as is.
2. Other action as determined by the City Council.

FISCAL IMPACT
Funds for the implementation of all signing/striping have been budgeted in Account
No. 5211-7335 in Fiscal Year 1998-1999. The estimated cost for this work is $300.00.

In our meeting on May 1012000 at 23520 Wiley Cyn Rd. we discussed Issues
pertaining to the recent opening of the new bridge at the end of Wiley Cyn Rd. I
requested that a NO LEFT TURN SIGN or RIGHT TURN ONLY be placed at the
North driveway of 23520 Wiley Cyn Rd. This would help prevent a potential
accident due to someone trying to make a left hand tum. We all agreed that It
would be safer if we had a right tum only exit out of that driveway and make a U-
turn at Via Pacifica.
As safety being the number one concern of the City and County 1 do appreciate
your attention to this matter. If you need anymore Information or if you have any
