HomeMy WebLinkAbout2000-09-26 - AGENDA REPORTS - LOCAL LAW BLOCK GRANT NO. 5 (2)CITY OF SANTA CLARITA AGENDAREPORT CONSENT CALENDAR DATE: September 26, 2000 City Manager Approval Z&Z/� Item to be presented by: Adele Macpherso�/_ SUBJECT: BUREAU OF JUSTICE ASSISTANCE LOCAL LAW ENFORCEMENT BLOCK GRANT NO. 5 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION Authorize City Manager, or designee, to complete required application and subsequent documents and to execute any contracts, change orders, or amendments arising out of this program, subject to City Attorney approval. Establish estimated revenues in the Bureau of Justice Assistance Local Law Enforcement Block Grant No. 5, account number 108-5265 for $144,702 and transfers in account number 108-6810 for $16,078. Authorize $16,078 to be transferred from City Council Contingency account number 1240- 7401 to transfers out, account number 001-9501 for the required cash match. Appropriate $2,000 to account number 7499-7011 and $158,780 to account number 7499-8001. BACKGROUND In August 2000, the Bureau of Justice Assistance announced the availability of funding for the Local Law Enforcement Block Grant Program. The City of Santa Clarita is eligible for a direct award of $144,702. The grant requires a cash match by the City of $16,078, for a total program budget of $160,780. The purpose of the Local Law Enforcement Block Grant is to provide local jurisdictions with opportunities to reduce crime and improve public safety. This is done through the implementation of diverse strategies ranging from addressing the issue of violent juvenile crime to establishing crime prevention programs involving cooperation between residents and law enforcement personnel. In October 1996, the City of Santa Clarita received funding from the first Local Law Enforcement Block Grant for summer bike patrol, truancy sweeps, alcohol enforcement, APPROVED 11 and targeted DUI checkpoints. Funding from Local Law Enforcement Block Grant No. 5 will replace e3isting funding as prior grants end, and will enable Santa Clarita to continue summer bike patrol, truancy sweeps, alcohol enforcement, and DUI checkpoints through September 2001. The grant stipulates that funding must be used for activities above and beyond the regular duties of the Santa Clarita Valley Sheriffs Station. The grant also requires an advisory board that includes representation of groups with recognized interest in criminal justice and crime, or substance abuse, prevention, and treatment. The Prevention Policy Board, an e3isting oversight committee, will be used for this grant. ALTERNATIVE ACTIONS Decline grant funding. Other direction as determined by City Council. FISCAL IMPAC The anticipated cost of this program is estimated to be $160,780. The grant award of $144,702 requires a cash match of $16,078 requested from the City Council Contingency.
