M0010 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt the resolution approving Local Agency -State Master Agreement No. 000448 for State -aid programs; and authorize the City Manager or designee to execute the said State -Local Master Agreement and all future program supplement agreements, subject to review and approval by the City Council. Approve the Program Supplement Agreement No. 201 for the 1999-2000 Annual Overlay project; and authorize the City Manager or designee to execute this agreement, subject to City Attorney approval. BACKGROUND The Department of Transportation (Caltrans) has requested that the City of Santa Clarita and the State of California execute the new Local Agency -State Master Agreement for State -Only programs. Through this agreement, the City of Santa Clarita (Local Agency) agrees to comply with all State laws, regulations, policies, and procedures relative to the design, right-of-way acquisition, construction, and maintenance of the completed facility. Normally, this agreement is processed with the agency when the City begins its first State -aid project. The Local Agency - State Master Agreement is occasionally updated to reflect changes in laws and policies, at which time it must be re -executed with local agencies sponsoring local State -aid projects. Additionally, Program Supplement Agreement No. 201 will formalize the financial responsibilities and provisions specifically for the 1999-2000 Annual Overlay project, which is currently in design. A portion of this annual program will rehabilitate several local roads within the project area that developed accelerated deterioration due to the 1997-1998 storm season. • gar Item MASTER AGREEMENT AND PROGRAM SUPPLEMENT February 8, 2000 - Page 2 Last year, the Legislature of the State of California enacted legislation by which certain State funds are made available for use on local transportation facilities. The City of Santa Clarita applied to the California Transportation Commission (CTC) and/or State of California for funding from the State Transportation Improvement Program (STIP) or other programs as defined in the Local Assistance Program Guidelines for use on those local transportation facilities as local administered project(s). By their definition, these projects will not receive any federal funds. For example, the current project approved for STIP participation involves local road rehabilitation. Federal funding programs do not participate in any roadway classified lower than minor arterials. However, State programs provide for local road rehabilitation. The Program Supplement Agreement when executed will allow the City to seek reimbursement for the local road rehabilitation. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Approval of this Master Agreement No. 000448 gives the City the opportunity to utilize this source of funding now and in the future. Program Supplement Agreement No. 201 provides for reimbursement in the amount of $717,000.00 for rehabilitation of local roads through the 1999-2000 Annual Overlay, Project No. M0010.
