SUBJECT: MAYOR'S ADVISORY COMMITTEE ON MANAGED GROWTH FOR
A QUALITY COMMUNITY
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
Approve the formation and confirm the membership of the Mayor's Advisory Committee on
Managed Growth for a Quality Community; approve the Committee's Scope of Work;
authorize funding the operation of the Committee at $50,000 from the Council's
contingency account #1240-7401 to account #3110-8110; and direct staff to prepare regular
updates to the Council on the activities of the Committee.
BACKGROUND
At the Council's January 11, 2000 meeting, Mayor Jo Anne Darcy outlined her workplan for
the ensuing year titled, Goals for Success in the New Millenium. One of the top priorities
noted was to form the Mayor's Advisory Committee on Managed Growth. At the February
8th City Council meeting, the Mayor announced the proposed membership of this
Committee. The City Council expressed a desire to make additional suggestions for
membership on the Committee and the Council continued the item. The Mayor has
evaluated the membership and made some changes to ensure a broad community
representation on the Committee.
SCOPE OF WORK
The following is the proposed Scope of Work and desired outcomes of the Mayor's
Committee on Managed Growth:
Mission Statement:
The Committee seeks to advise the County of Los Angeles and the City of Santa
Clarita in the development and implementation of long-term sustainable growth
strategies that address the need for a balance between economic strength and
environmental resources, while obtaining reasonable and adequate infrastructure
improvements for the entire Santa Clarita Valley"

Issues to be addressed by the Committee:
• Sphere of Influence application
• School bond measures — how we can do a better job ensuring adequate facilities
for outstanding educational opportunities
• Open space and river protection and resource management
• Jobs / housing balance
• Improved circulation through the construction of new roadways and other
transportation modes
• Continued stakeholders support for the Joint City/County General Plan
• Environmental protection
• Population and housing projections
Outcomes of the Committee's Work:
• Clear understanding and agreement of the need to address issues of growth on a
valley -wide basis
• Understanding of key terms such as "managed growth" and "sustainable
development"
• Strategy for addressing the issue of growth
• Communication strategy designed to provide regular information to residents
and businesses about growth and development
• Strategy for the financing, timing and construction of needed infrastructure;
specifically parks, schools, open space, water, roads, sheriffs and libraries
(valley -wide "pay-as-you-go" policy)
• Joint City/County development standards
Committee Members
The mayor will provide a committee list at the City Council meeting.
Structure
• Formation proposed by Mayor Darcy and to be confirmed by the City Council
• Public Committee
• Meet monthly for 12-18 months
• Solicit public input and ad hoc members to provide valuable perspectives

FISCAL IMPACT
Staff anticipates the cost to manage the Mayor's Committee on Managed Growth for a
Quality Community to be $50,000. These funds will need to be transferred from the
Council Contingency Account.
