SUBJECT: MASTER CASE NO. 99-377 — VALLEY STREET/CALGROVE
BOULEVARD GENERAL PLAN AMENDMENT
ENVIRONMENTAL IMPACT REPORT CONTRACT

RECOMMENDED ACTION
City Council award the contract to Impact Sciences Inc. in the amount of $123,494.80 and to
approve a transfer of $23,494.80 from Council Contingency account 1240 7401 into account
3120 8110. Also, authorize the City Manager or a designee to execute all documents, subject
to City Attorney approval.
BACKGROUND
In September, 1999, Council appropriated $100,000.00 and directed staff to prepare the
appropriate studies to complete a General Plan Amendment which would remove the secondary
highway designation from a portion of Calgrove Boulevard and Valley Street between Creekside
Drive and Maple Street. This analysis will include the environmental review of the
construction and installation of two terminus abutting cul-de-sacs near the existing barricades
as well as other alternatives.
This evening's action is a preliminary step needed to initiate the environmental analysis
required by State law for this general plan amendment. Awarding this contract does not select
an alternative, but rather it allows for studies to be completed that will allow the Council to
make an informed decision based on direction it gave in September, 1999.
The contract's cost proposal represents significant public participation and traffic analysis
required for this environmental study.

FISCAL IMPACT
Previously the Council earmarked $100,000 for this project. At this time staff is requesting
additional funds required to complete the environmental analysis totaling $23,494.80.
