HomeMy WebLinkAbout2000-02-08 - AGENDA REPORTS - MOU GVR FUTURE SITE DEV (2)CITY OF SANTA CLARITA AGENDA REPORT NEW BUSINESS City Manager Approval: Item to be presented by: DATE: February 8, 2000 SUBJECT: MEMORANDUM OF UNDERSTANDING BETWEEN HI -SHEAR CORPORATION AND THE CITY OF SANTA CLARITA REGARDING ALIGNMENT OF GOLDEN VALLEY ROAD AND FUTURE SITE DEVELOPMENT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve the Memorandum of Understanding (MOU) between Hi -Shear Corporation and the City of Santa Clarita; and authorize the City Manager or designee to execute the MOU, subject to City Attorney approval. BACKGROUND The City's General Plan Circulation Element identifies the ultimate roadway network for the buildout of the General Plan. This network includes Golden Valley Road. This roadway is also identified in the Bridge and Thoroughfare District and would be an important additional roadway link to improve travel within the City. In February 1998, the City Council adopted the alignment for Golden Valley Road. This was done in conjunction with the William S. Hart Union High School District (District) as part of their proposed Golden Valley High School. Analysis The City has been in negotiations with numerous property owners along the Golden Valley Road alignment from Sierra Highway to Golden Triangle Road to acquire the right-of-way for the construction of the road. The City is building a portion of the road, and the Santa Clarita Business Park Company is building the remaining portion. This property was a part of the condemnation approved by the City Council on July 13, 1999. The parcel, which is located along the portion of Golden Valley Road being constructed by Santa Clarita Business Park, currently has a condemnation hearing scheduled for September 2000. The location of this 16 -acre parcel is bounded by Santa Clarita Business Park on three sides and Blue Cross Industries to the east (see attached map). The property owner, Hi -Shear Corporation, has had discussions with staff about dedicating the required right-of-way in APPROVED !e�; MOU BETWEEN HIGH -SHEAR CORPORATION AND CITY OF SANTA CLARITA February 8, 2000 — Page 2 exchange for development rights similar to the adjacent properties, which are outlined on Page 3 of the MOU. The appraised value for the portion of the property in the City's possession is $247,025.00. The purpose of this MOU is to ensure that Hi -Shear and the City have reached a non-binding understanding with respect to certain points that are fundamental to the two parties, and without which the time and effort that will go into the project would not be warranted. Hi -Shear, the City, and the District recognize that there are significant benefits to all parties to complete the construction of Golden Valley Road. ALTERNATIVE ACTIONS City Council reject the MOU and allow the condemnation process for this portion of Golden Valley Road to continue. Other action as determined by the City Council. FISCAL IMPACT If the City Council agrees to enter into the MOU with Hi -Shear Corporation, the City could terminate condemnation proceedings on this portion of Golden Valley Road and all of the related costs with this process. Therefore, the project would have a positive financial impact.
