Brad Therrien - DATE: August 22, 2000 SUBJECT: APPROVAL OF THE MEMORANDUM OF UNDERSTANDING (MOU) WITH THE METROPOLITAN TRANSPORTATION AUTHORrry (MTA) FOR FEDERAL TRANSIT ADMINISTRATION (FTA) FUNDING FOR THE PEDESTRIAN ACCESS IMPROVEMENTS To TRANSIT STOPS, PROJECT NO. T0014, AND AUTHORIZATION TO ADVERTISE FOR BIDS DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve the Memorandum of Understanding (MOU) with the Metropolitan Transportation Authority (MTA) in the amount of $400,000.00 for FTA funding for the Pedestrian Access Improvements to Transit Stops, Project No. T0014; approve the plans and specifications; and authorize staff to advertise for bids. BAQKGBD= The goal of this project is to increase pedestrian safety and access to transit stops in the City. In February 1997, the City submitted a project funding application for Federal Assistance for the Pedestrian Access Improvements to Transit Stops project. This project involves the installation of five pedestrian -actuated traffic signals at the intersections where no traffic control currently exists, and will install missing sidewalk links at approximately 20 bus stops. After internal review and process of elimination performed by the MTA, the City was awarded an FTA grant in the amount of $400,000.00 for the Pedestrian Access Improvements to Transit Stops project. The entire project has been separated into two phases. Under Phase 1, the current phase, there will be three traffic signals installed along SoIedad Canyon Road at the following intersections: Oak Spring Canyon Road, Flowerpark Drive, and Poppy Meadow Street. Construction for this phase is anticipated to start in December 2000. Staff is concurrently working on a Request for Proposals to recruit a qualified engineering consultant to design Phase II of the project. The scope of work includes the design of two traffic signals along SoIedad Canyon Road at Canyon Country Park and Rue Entr6e, a signal interconnect system on Soledad Canyon Road in Poppy Meada S t to Sand Canyon and approximately 20 pedestrian access impr fro w tree Road, ovements to bus stops throughout the City. Both phases will be completely constructed prior to the end of Fiscal Year 2001-02. The traffic signal plans, specifications, and estimates for Phase I have been prepared and will be included for review in the offices of the City Clerk and the City Engineer. MEMORANDUM OF UNDERSTANDING WITH THE MTA — PEDESTRIAN ACCESS IMPROVEMENTS TO TRANSIT STOPS August 22, 2000 - Page 3 FISCAL IMPACT Funds for Pedestrian Access Improvements for Transit Stops, Project No. T0014, have been allocated f6r Fiscal Year 2000-01 in Account Nos. T0014801, T0014201, and T0014452 for a total amount of $500,000.00. Federal TEA (1% enhancement) funding and additional local match funding in the amount of $367,200.00 and $91,800.00, respectively, for Fiscal Year 2001-02 will be requested at a later date.
