SUBJECT. NEWHALL RANCH ROAD, PROJECT NO. S4003 - AWARD
ENGINEERING SERVICES CONTRACT FOR PREPARATION OF
THE PROJECT STUDY REPORT EQUIVALENT

City Council award the engineering services contract for Newhall Ranch Road, Project
No. S4003, to HDR Engineering, -Inc. in the amount of $76,655.00, and authorize a
15 percent contingency expenditure in the amount of $11,499.00. Authorize the City
Manager or designee to execute all documents, subject to City Attorney approval.
As part of the City's Cross -Valley Connector Projects, Golden Valley Road, a major arterial
highway, will be constructed from the Antelope Valley Freeway (SR 14) to the future
easterly extension of Newhall Ranch Road, thereby providing a north -south link through
the heart of the City. The future easterly extension of Newhall Ranch Road will be
constructed from Golden Valley Road to Bouquet Canyon Road, thereby providing an
east -west link through the City upon the completion of Newhall Ranch Road from
Interstate 5 to Copper Hill Drive.
On November 14, 2000, the City Council adopted Resolution No. 00-143 supporting the
Public funding priority and implementation of the Cross -Valley Connector Projects. In
accordance with said resolution, staff intends to request funding for Preliminary
Engineering/Environmental and Construction/Acquisition through the Los Angeles County
Metropolitan Transportation Authority (MTA) Call for Projects for Newhall Ranch Road
from Golden Valley Road to Bouquet Canyon Road. An eligibility requirement for awarding
State Transportation (STIP) funding is an approved Project Study Report Equivalent
(PSRE). The PSRE is intended to provide the MTA with vital information about the
feasibility of projects.
Staff prepared a Request for Proposals (RFP) for the subject project. The RFP solicited civil
engineering services to prepare a PSRE in accordance with MTA guidelines for
Newhall Ranch Road from Golden Valley Road to Bouquet Canyon Road. The RFP was
sent to firms on the City's Design Consultants' List. Five firms submitted proposals

(see attachment). Based on technical qualifications and methodology for the project,
HDR Engineering, Inc. is the recommended firm.
City Council may choose to postpone or cancel the preparation of the PSRE. However, such
action would eliminate the City from obtaining State Transportation funding through the
MTA's Call for Projects.
Funds have been allocated in the Fiscal year 2000-01 budget for the preparation of the
PSRE, preliminary engineering, and preparation of the Environmental Study for the Cross -
Valley Connector Projects. Bridge and Thoroughfare funds in the amount of $500,000.00
have been budgeted in Account No. 54003301.
