SUBJECT: SIERRA ESTATES DRIVE - EXTENDING NO -PARKING ZONE FOR
VALLEY VIEW ELEMENTARY SCHOOL
DEPARTMENT: Transportation & Engineering Services
City Council adopt a resolution extending an existing no -parking zone for Valley View
Elementary School along Sierra Estates Drive (north side) from the eastern end of the zone
to Friendly Valley Parkway (660 additional feet).
On April 25, 2000, the City Council adopted Resolution No. 00-47, which established a
no -parking zone for Valley View Elementary School along the north side of Sierra Estates
Drive. City staff installed the necessary signs on May 10, 2000. The school is currently
using the no -parking zone as part of their parking lot valet program.
Parents who drop off their children in the morning or pick them up in the afternoon drive
their vehicles through a designated drop-ofFpick-up area in the school parking lot. The
no -parking zone provides an area where vehicles can line up prior to entering the school
parking lot.
After the current no -parking zone was established, it was determined that it did not
provide sufficient length to accommodate all the vehicles that line up prior to entering the
drop-ofi/pick-up area in the school parking lot.
City staff observed afternoon traffic conditions along Sierra Estates Drive in front of the
school. Staffs evaluation indicated that extending the existing no -parking zone would help
to facilitate the existing parking lot valet program. There will be minimal impact to
on -street parking, since the existing time period, between 2:30 p.m. and 3:30 p.m., school
days only, would remain. In addition, there is adequate parking available on the south side
of Sierra Estates Drive.

On June 9, 2000, City staff received a letter (Exhibit "A") from Valley View Elementary
School confirming the request. As stated in the letter, the school is making the request,
and they are in full agreement with the proposed no -parking zone extension.
ALTERNATIVE ACTIONS
1. Keep existing situation as is.
2. Other action as determined by City Council.
FISCAL IMPACT
The work involves the installation of four signs, amounting to approximately $400.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.

Dear Mr. Pari:
Several weeks ago I requested a section of Sierra Estates Drive be designated as
"No Parking 2:30-3:30 p.m." to help facilitate the Parking Valet Program at Valley
View School. I want to thank you for honoring that request.
We have had the Parking Valet Program In effect for a few weeks now and have
discovered that the length of the "No Parking" curb Is actually too small to
accommodate the number of parents we have participating In the program.
Therefore, I am writing you again to request that the "No Parking" area be
extended 300-400 feet further down Sierra Estates Drive toward Friendly Valley
Parkway. Actually, extending it all the wav to Friendly Valley Parkway would be
preferred.
