SUBJECT: SIERRA ESTATES DRIVE - ESTABLISHING A NO -PARKING ZONE
FOR VALLEY VIEW ELEMENTARY SCHOOL
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution establishing a no -parking zone for Valley View Elementary
School along Sierra Estates Drive (north side) from opposite the center school driveway to
150 feet east of the driveway, between 2:30 p.m. and 3:30 p.m., school days only.
BACKGROUND
On March 29, 2000, City staff was contacted by the Los Angeles County Sheriff's
Department School Patrol Unit, requesting that a no -parking zone be established across
from Valley View Elementary School. The school is currently working with the Los Angeles
County Sheriffs Department to implement a Parking Lot Valet program. This program is
scheduled to go into effect on May 1, 2000.
Parents who drop off their children in the morning or pick them up in the afternoon will
drive their vehicles through a designated drop-off/pick-up area in the school parking lot.
The no -parking zone will provide an area where vehicles can line up prior to entering the
school parking lot.
City staff observed both morning and afternoon traffic conditions along Sierra Estates
Drive in front of the school. Staffs evaluation indicated that a no -parking zone would help
to facilitate the proposed Parking Lot Valet program. There will be minimal impact to
on -street parking, since the no -parking zone will only be in effect between 2:30 p.m. and
3:30 p.m., school days only.
On April 4, 2000, City staff received a letter (Exhibit "A") from Valley View Elementary
School confirming the request. As stated in the letter, the school is making the request,
and they are in full agreement with the proposed no -parking zone.

ALTERNATIVE ACTIONS
1. Keep existing situation as is.

FISCAL IMPACT
The work involves the installation of three signs, amounting to approximately $300.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.

Valley View School is working with the Los Angeles County Sheriffs
Department to implement the Parking Lot Valet program. Parents who
are bringing their children to school in the morning or picking them up
after school will file their cars through a designated drop- off/pick-up car
lane in our parking lot.
Currently, parents line up their cars along the curb in our parking lot,
followed by additional cars which double park in the right hand lane of
Sierra Estates because cars are parked along that curb. I am requesting
to have a no parking zone from 2:30-3:30 p.m, established for
approximately 150 feet of that curb to assist in the facilitation of this
program.
