SUBJECT: PROTEST HEARING, FINDINGS AND APPROVAL TO ORDER
UNINHABITED ANNEXATION 1998-02 (NORTH VALENCIA 2),
ANNEXATION OF 576 ACRES OF UNINHABITED LAND LOCATED IN
NORTH VALENCIA IN UNINCORPORATED LOS ANGELES COUNTY
ADJACENT TO THE CITY LIMITS NORTH OF NEWHALL RANCH
ROAD AND WEST OF MCBEAN PARKWAY (MASTERCASE NO. 98-
183).
DEPARTMENT: Planning and Building Services
City Council to:
1. Receive staff report, open the public hearing, accept public testimony and written
protests, close the public hearing and the protest period; and
2. Adopt the resolution, making findings regarding written protest, then direct staff to
transmit the resolution and appropriate fees to LAFCO for final review and certification;
or
3. If the hearing results in a sufficient number of written protests, continue the hearing
to a date certain to take appropriate action.
This action is the adoption of the resolution to approve findings on written protests and to
approve and order Annexation No. 1998-02 (North Valencia 2). The annexation consists of
approximately 576 acres of uninhabited land located outside and adjacent to the City of Santa
Clarita generally north of Newhall Ranch Road and west of McBean Parkway.
The purpose of this protest hearing is to offer the owners of land located within the proposed
North Valencia 2 Annexation area a final opportunity to protest the annexation. This

annexation is defined as an "uninhabited" with less than 12 registered voters residing within
the project area. For this reason, State Law requires that the City Council approve the
annexation if written protests have been filed by owners of land owning less than 50% of the
total assessed value of land within the affected territory. If the percentage of opposition is 50%
or more, the City Council must deny the annexation and wait a minimum of one year before
resubmitting an annexation application for the project area.
On June 22, 1999, the City Council adopted Resolution No. 99-127, requesting that the Local
Agency Formation Commission initiate annexation proceedings for the North Valencia 2
Annexation with the Local Agency Formation Commission (LAFCO). '
On October 11, 2000, the LAFCO held a public hearing for the North Valencia 2 Annexation.
The public hearing was continued to October 25, 2000, at which time the LAFCO adopted
Resolution No. 2000-32, directing the City to proceed with a duly noticed protest hearing. This
resolution also set forth the reasons for the annexation and the terms and conditions
established for the annexation by the LAFCO.
If insufficient written protests are received at the protest hearing, the Council may make
findings and proceed to order the annexation. If so ordered, the annexation may be completed
by the end of November 2000.
FISCAL IMPACT
A fiscal impact analysis has been prepared for the North Valencia 2 Annexation. The fiscal
impact analysis indicates that this annexation would be marginally positive for the City
following a five-year project build out.
On August 22, 2000, the City Council adopted a resolution to impose stormwater fees for the
project area in the amount of $26,135.54 annually.

NOTICE OF PUBLIC HEARING TO CONSIDER
ANNEXATION TO THE CITY OF SANTA CLARITA OF 576 ACRES OF
UNINHABITED TERRITORY IDENTIFIED AS ANNEXATION NO. 1998-02,
NORTH VALENCIA 2 ANNEXATION, LOCATED IN THE
NORTH VALENCIA AREA GENERALLY NORTH OF NEWHALL RANCH ROAD, WEST OF
MCBEAN PARKWAY AND SOUTH OF COPPERHH.L DRIVE/RYE CANYON ROAD.
PUBLIC NOTICE IS HEREBY GIVEN -
Pursuant to Section 57025 of the Government Code, that the City Council of the City of Santa Clarita
will hold a Public Hearing to consider annexation to the City of Santa Clarita that uninhabited territory
identified as Annexation No. 1998-02 (North Valencia 2 Annexation). The purpose of the hearing will
be to receive and consider written protest from owners of land within the proposed annexation area.
The hearing will be held by the City Council in the City Hall Chambers, located at 23920 Valencia
Boulevard, First Floor, Santa Clarita, California, at or after 6:30 p.m. on November 14, 2000.
Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
Proceedings for the referenced proposal were initiated by the City of Santa Clarita and
submitted to the Local Agency Formation Commission for Los Angeles County on July 1, 1999.
The proposal shall be subject to all terms and conditions as specified in the resolution adopted
on October 11, 2000 by the Local Agency Formation Commission for Los Angeles County and
reference is hereby made to said resolution for a full and complete description of the annexation
and the terms and conditions.
The reasons for the proposed annexation are to respond to property owners' requests for
municipal services from the City of Santa Clarita, for local government representation and
review, to promote sound planning and land use in the area, and to annex property within the
City's Sphere of Influence as amended by the Local Agency Formation Commission on October
25, 2000.
Any owner of land located within the territory, who wishes to file a protest against Annexation
No. 1998-02 must do so by Written Communication filed with the City Clerk, which must be filed
at any time prior to the conclusion of this hearing at the hour specified in this notice for
commencement of the hearing. Each written protest must state whether it is made by an owner
of land located in the area and must indicate the name and address of the owner of land affected
and the street address or other description sufficient to identify the location of the land.
If you wish to challenge this matter in court, you may be limited to raising those issues you or someone
else raised at the public hearing described in this notice, or in written correspondence delivered to the
City Council, at or prior to the public hearing. The proposal may be reviewed by the public at the City
of Santa Clarita Department of Planning and Building Services prior to the Public Hearing of
