SUBJECT: NORTH VALENCIA NO. 2 SPECIFIC PLAN
DEVELOPMENT AGREEMENT
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
City Council take the following actions:
1. Receive Development Agreement presentation from staff.
2. Open the public hearing.
3. Receive public testimony.
4. Review and discuss the Development Agreement for the North Valencia
No. 2 Specific Plan and entitlements.
5. Close the public hearing and conduct the first reading of an ordinance
entitled "An Ordinance of the City of Santa Clarita Approving Annexation
and Development Agreement 98-001 (Master Case No. 98-183) to Allow for
the 15 -Year Development of a 596.2 -Acre Property Known as the "North
Valencia No. 2 Specific Plan Area" Encompassing the 576.2 -Acre North
Valencia 2 Annexation Area in the Unincorporated Area of Los Angeles
County Adjacent to the City of Santa Clarita."
BACKGROUND
The public hearing on this item was continued from the February 8, 2000,
February 22, 2000 and March 14, 2000 Council meetings. The North Valencia
No. 2 Specific Plan area is located on approximately 596.2 acres north of Newhall
Ranch Road, west of McBean Parkway and generally south and east of Copper
Hill Drive and south of Decoro Road.
At the meeting of January 11, 2000, the City Council reviewed and made
recommendations concerning the deal points for the North Valencia No. 2 Specific
Plan Development Agreement. The Council directed staff to prepare the
Development Agreement and approval ordinance and to schedule a public hearing
to consider adoption of this agreement at this meeting.
The environmental impact report for this requested action was certified on
January 11, 2000. Other entitlements associated with the North Valencia No. 2
Specific Plan project approved by Council at the January 11, 2000 meeting
include: General Plan amendment to designate the property for a Specific Plan
land use, a General Plan amendment to allow a specific plan to modify highway
mn � sections vesting tentative tract maps, conditional use permit, oak tree
permit and hillside review permit. Council adopted the prezone to Specific Plan
(SP) zone and the North Valencia No. 2 Specific Plan document on January 25,
2000.
FISCAL IMPACT
A fiscal impact analysis has been prepared for the North Valencia 2 annexation.
The fiscal impact analysis shows that the North Valencia 2 annexation would be
marginally positive for the City following a five-year project build out.
