HomeMy WebLinkAbout2000-03-28 - AGENDA REPORTS - OAK RIDGE CIRCLE J WIDENING (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: March 28, 2000 SUBJECT: COST AND MAINTENANCE AGREEMENTS — OAK RIDGE DRIVE (CIRCLE "J" RANCH ROAD) GRADE CROSSING WIDENING DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve cost and maintenance agreements for the Oak Ridge Drive (Circle "J" Ranch Road) Grade Crossing Widening project between the City and the Southern California Regional Rail Authority (SORRA) and between the City and Beazer Homes Southern California; and authorize the City Manager to execute these agreements on behalf of the City of Santa Clarita. BACKGROUND The City, in partnership with Beazer Homes Southern California, is building a bridge to connect Wiley Canyon Road and Via Princessa, spanning the Santa Clara River, San Fernando Road, and the railroad. To accommodate the expected increase in traffic and as a condition of Tract No. 44896, Beazer Homes is required to widen the intersection of Oak Ridge Drive and San Fernando Road, and the railroad at grade crossing. This project will require right -of -entry, flagging, engineering, and inspection services by SCRRA. SCRRA will also provide signal and track construction services. In order to facilitate this work, two agreements are needed. The first agreement between SCRRA and the City would give the City, its successors, and assigns the right to enter the portion of the Metropolitan Transportation Authority's (MTA) right-of-way, shown on Exhibit "A," solely for the purposes of constructing, maintaining, and operating the improvements under acceptable conditions set forth in the agreement and to facilitate payment of a deposit for such work. The second agreement is with Beazer Homes, the developer constructing the improvements, to include SCRRA's requirements during construction and to pay the actual cost of the work, presently estimated to be $317,605.00. .�,ig 11,U'k 11 app SII f1 Yu47ti/� 6X Item COST AND MAINTENANCE AGREEMENTS — OAK RIDGE DRIVE (CIRCLE "J" RANCH ROAD) GRADE CROSSING WIDENING March 28, 2000 — Page 2 ALTERNATIVE ACTIONS No alternative action is proposed. However, the two separate agreements will facilitate the construction of the proposed improvements along MTA's right-of-way. FISCAL IMPACT None. The project is being paid in accordance with the agreement with Beazer Homes.
