SUBJECT: OVERSIZED VEHICLE ORDINANCE - ADDING CHAPTER 12.94 TO THE
SANTA CLARITA MUNICIPAL CODE REGARDING OVERSIZED VEHICLE
PAREING REGULATIONS
RESOLUTION APPROVING THE NEGATIVE DECLARATION PREPARED
FOR THE OVERSIZED VEHICLE ORDINANCE

RECOMMENDED ACTIONS
1. City Council conduct the public hearing and introduce for first reading an ordinance adding Chapter
12-94 to the Santa Clarita Municipal Code regarding oversized vehicle parking regulations and pass to
second reading.
2. City Council adopt a resolution approving the negative declaration Prepared for the Oversized Vehicle
Ordinance.
BACKGROUND
At the request of the Saugus Community Group and the Canyon Country Better than Ever Committee, the
City held a public forum to discuss the issue of long term parking of recreational vehicles on public streets.
The purpose of the meeting was to determine whether this was an issue, and if so, whether it was an issue
citywide or in just a few isolated areas. Based on the information presented by over 115 citizens, as well
as the Sheriffs Department, it was determined to be an issue citywide. As a result of this public forum,
the community and staff spent several months working to resolve the issue. Attached you will find the
Report to the City Council on the Oversized Vehicle Ordinance, presented on May 9, 2000, which outlines
the process, issues, regulations and impacts in more detail.
On May 9, 2000, the City Council received a presentation on the issue and the proposed ordinance.
Additionally, the Council received public testimony. As a result, the Council directed staff to evaluate
several potential modifications to the ordinance and re -introduce the item for further consideration at the
September 12, 2000 Council meeting.
Staff has spent the past few months evaluating the modifications requested by the Council. Based on the

Extended the 24-hour exemption to a 418 -hour exemption for loading and/or unloading and emergency
and/or temporary repairs
Added a section stating that permits will be issued free of charge

• Included a written Policy outlining the enforcement of the ordinance on a c an ry ,

In addition to the modifications to the ordinance, staff conducted another survey of storage facilities within
the Santa Clarita Valley. The original survey conducted in April 2000 showed there were approximately
440 spaces available. Since that time, the number of available spaces has declined to approximately 159.
As mentioned previously, two developers have contacted the City with plans to add up to 500 more spaces
in the near future. However, no plans have been submitted to date.
On August 10, 2000, the City hosted a public meeting to inform the public of the modifications to the
proposed ordinance. The meeting provided attendees the opportunity to review the proposed ordinance,
the Policy of enforcement, as well as a survey of storage facilities in the Santa Clarita Valley.
UI CAL IMPACT
The cost of this ordinance to the City is estimated to be minimal. The cost of signs is estimated at
approximately $3,1500 (Includes the cost of materials and installation). The remaining cost factors include
staff time and materials to issue permits. There is no expected increase to the Sheriffs budget for
enforcement of the ordinance.
ALTERNATIVE ACTIONS
1. Maintain the existing level of parking regulations — 72 -hour parking law.
2. Prohibit all oversized vehicles from parking on the public streets.
3. Allow parking of oversized vehicle for a limited time with no permit system, but with requirements to
move the vehicle after the time is expired.
4. Other action as identified by the City Council
