SUBJECT: PAMPLICO PARK — PROJECT NO. P4003001
AWARD CONTRACT FOR THE MASTER PLANNING AND DESIGN
SERVICES
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council approve and authorize the City Manager to execute a contract with RJM
Design Group, Inc., subject to City Attorney approval for an amount not to exceed $143,440
and a 10 percent contingency expenditure. The funds have been budgeted in Fiscal Year
1999-2000 in Account Number P4003001.
Pamplico Park is a six -acre undeveloped site, located on Pamplico Drive east of Foster
Elementary School in the community of Saugus. Upon the City's incorporation, the
property was transferred to the City from the County of Los Angeles. The site is identified
in the City's General Plan as a neighborhood park, to address current and future needs for
the local neighborhood.
The City has completed a process of qualifying a consultant to facilitate the master
planning and construction documents for Pamplico Park. Five consultants submitted
proposals to provide these services. All five firms were selected to make a presentation to
City staff members. Based on their experience with this type of project, and understanding
of the public participation process required, the firm selected as a result of this process was
RJM Design Group, Inc. In addition to RJM four other firms submitted proposals to the
City.

The services provided by RJM will include assessment of environmental issues, adjacent
land uses, a traffic study, and meetings with the local community, adjacent school, Parks
and Recreation Commission, and City Council.
ALTERNATIVE ACTIONS
1. City Council postpone or cancel the project. This action will indefinitely delay
construction of the needed park facility.
2. Other action as determined by Council.
FISCAL IMPACT
Funds for this expenditure, in the amount of $200,000, have been budgeted in Account
Number P4003001 in Fiscal Year 1999-2000.
