SUBJECT: PARKING RESTRICTION IN DOWNTOWN NEWHALL

RECOMMENDED ACTION
City Council adopt a resolution establishing two-hour on -street parking (7:00 a.m. to
7:00 p.m.) daily, except Saturdays, Sundays, and holidays, along both sides of 5th, 6th, 8th,
and 9th Streets, Market Street, San Fernando Road, and Railroad Avenue in the vicinity of
the Jan Heidt Metrolink Station in Newhall, and no -parking zones on both sides of
Railroad Avenue immediately north and south of Market Street for the purpose of City
transit buses loading and unloading passengers.
BACKGROUND
At the February 9, 2000 Newhall Revitalization Committee meeting, staff received various
concerns from business owners and merchants near the new Jan Heidt Metrolink Station.
Their concern is the potential lack of on -street parking with the opening of the station.
They anticipate that with the opening of the new station, commuters will occupy the
surrounding on -street parking spaces rather than the parking lot provided for the station.
The Newhall Revitalization Committee members directly contacted the affected business
and property owners of this area. They have signed a petition supporting this proposal.
Staff recognizes the issue and agrees that two-hour parking in this area would be helpful to
the businesses. The matter was also discussed with Caltrans, since San Fernando Road is
a State highway and under their jurisdiction.
Caltrans informed staff that prior to the installation of the two-hour parking, the City
should prepare a resolution or an ordinance as noted under Section 22506 of the California
Vehicle Code. This section provides for local authorities to prohibit or restrict stopping,
standing, or parking of vehicles on a State highway, in their respective jurisdiction, if the
ordinance or resolution is first submitted to and approved in writing by Caltrans.

The following justifications have been prepared for the proposed two-hour parking zone in
the area (see Exhibit "A.„):
L There are businesses along the east side of Railroad Avenue and both sides of 5th, 6th,
8th, and 9th Streets, Market Street, and San Fernando Road that benefit from the two-
hour parking zone due to their quick customer turnaround time.
2. The proposed two-hour parking is consistent with the Downtown Newhall Improvement
Program prepared by Michael Freedman in 1996.
City transit buses also need an area on both sides of Railroad Avenue immediately north
and south of Market Street for the purpose of loading and unloading passengers using the
Metrolink station. This area and the exact zones are shown on Exhibit "B.”
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISC�ACT
The cost estimate to implement this proposal is approximately $3,000.00. Funds are
available in the Field Services Striping and Signing Maintenance account.
