HomeMy WebLinkAbout2000-10-10 - AGENDA REPORTS - PH ANNEX TM 50151 TM 42670 LMD (2)CITY OF SANTA CLARITA AGENDA REPORT PUBLIC HEARING City Manager Approval — 4e� Item to be presented by: encu Delanee DATE: October 10, 2000 SUBJECT: PUBLIC HEARING FOR THE ANNEXATION OF TRACT MAP 50151, TRACT MAP 42670 AND PARCEL MAP 24694 INTO THE SANTA CLARITA LANDSCAPE MAINTENANCE DISTRICTS DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council conduct the public hearing; adopt the resolution approving the Engineer's Report and ordering the annexations and formation of Zones 2C, 1B, and TIE; and authorize the annual levy and collection of assessments. On October 10, 2000, the City Council adopted a resolution initiating proceedings for the annexations of Tract Map 50151, Tract Map 42670, and Parcel Map 24694 into the Santa Clarita Landscape Maintenance Districts. The annexation of a development into a landscape maintenance district (LMD) is a procedural matter. The developers are required to annex their developments into the districts as a condition of development to provide for beautification and landscape maintenance. As a condition of approval of Tract Map 50151, Tract Map 42670 and Parcel Map 24694, the developers are required to enter into a landscape maintenance district to provide for maintenance of landscaped areas adjacent to the developments once they are constructed. Since these developments directly benefit from the improvements, staff is proposing to annex the territory to Santa Clarita Landscape Maintenance Districts and form Zones 2C, 1B and TIE, to cover these developments. By signing the individual petitions, the developers have waived the noticing requirements and right to majority protest at the public hearing and have submitted assessment ballots in favor of the formation and annexation. It is estimated that the improvements will be accepted after July 1, 2001. The funds for maintenance costs will be collected once there is a need to provide funds for median landscaping and maintenance. FISCAL IMPACT Formation of these LMD zones will provide funding for the maintenance of landscaping within proposed landscaped areas adjacent to the development. The estimated revenues collected from parcels within the proposed developments, and expenditures for landscape maintenance, will be included in the budgets once there is a need for the maintenance or installation of landscape. The total annual assessment for Zone 2C will be $4,629. The total annual assessment for Zone 1B will be $230 per parcel per year, for a total of $19,550. The total assessment for Zone T1E will be $49.25 per parcel per year, for a total of $443.25. These formations are in compliance with Proposition 218.
