RECOMMENDED ACTION
That the City Council nominating authority submit nominations to the entire Council for
approval.
BACKGROUND
At the regular meeting held April 25, 2000, the City Council declared a vacancy and directed
the City Clerk to post and publish the Notice of Vacancy for one Planning Commission position.
The deadline for receipt of applications was May 11, 2000. On May 12, 2000, a packet
containing copies of all applications received was submitted to the nominating authority of the
City Council (Mayor Darcy), as well as all other members of the City Council. A list of
applicants is attached.
This appointment is to fill the unexpired term of Bob Kellar which expires in July, 2002. It is
anticipated that the newly appointed Commissioner will be seated at the Planning Commission
meeting on June 6, 2000.

TO THE CITY OF SANTA CLARITA:
I would very much like to be considered for the position of Commissioner on the Santa
Clarita City Planning Commission. The planning decisions which will come before the
Commission during the next several years will be critical In determining how well we
manage future growth, and how well we preserve and enhance the quality of life in our
community. I am enclosing a list of my professional qualifications, which I believe would
allow me to make a valuable contribution to the work of the Commission, and to the
quality of life in the Santa Clarita of the future.
Please consider the following:
• My family and I have lived here since 1988. We have put down deep roots in the
community, in our church, and in our neighborhood. We have raised our oldest
son here, and we intend to raise our youngest son here as well. This is our home,
and we want to see it grow and prosper with careful planning.
• Much of the future growth in this area will take place outside Santa Clarita, in
areas to the west and north of the current City boundaries. As a resident of the
Saugus area, I am particularly sensitive to the needs of the residents in this part of
the City. The Commission will have important decisions to make in the future
about development in and around Central Park, development north of Copper Hill
Drive, east of Haskell Canyon west of McBean Parkway; about the completion of
roads and bridges in the area; about the economic development throughout the
City, and about the preservation of the canyon ridgelines which make this valley a
distinctive place to live.
Many of these decisions will be controversial, and some will be unpopular. I
believe it will be important for the Commission to have, as one of its members, a
resident of the Saugus area. If selected to serve as a Commissioner, I will make it
my special task to inform and educate my neighbors about the work of the
Commission in making these important decisions.
• The current incumbents on the Commission have backgrounds in business and
finance and in engineering. These are important skill sets for the Commission to
have among its members. Equally critical, however, is the need for someone with a
background in both litigated and transactional legal matters. I have such a
background, as my enclosed resume reveals.
I have an excellent grasp of the general legal principles in a wide variety of areas. I
also have excellent legal research and writing skills. (My library resources are all
online, and are available to me 24 hours a day, 7 days a week, from the comfort of
my own home office, as well as from my main office In Glendale.) I believe it will
be important for the Commission to have, as one of its members, someone who can
work with staff and with members of the public appearing before the Commission
on the legal issues that will certainly arise In the course of the Commission's work.
If selected to serve as a Commissioner, I will use my legal knowledge and skills to
ensure that the work of the Commission is of the best quality, and to eliminate any
doubt that Its decisions have been reached with due consideration of the rights of
all citizens who come before it.
Finally, I have no political axe to grind. I seek only the opportunity to serve my
City In a manner that will make good use of my professional and personal skills
and experiences. My sole interest is helping to manage the planning challenges
ahead, in a way that enhances the quality of life for all Santa Claritans.

John F. Grannie has been a practicing attorney for the past 20 years. He has professional skill
and practical expertise in both litigation and non -litigation matters. As a trial attorney, he has
litigated product liability, premises liability, malpractice, construction accident, construction

Mr. Grannis held the position of Senior Trial Attorney in this staff counsel firm,
defending liability insurance policyholders in personal injury cases. These cases
included premises liability, product liability, motor vehicle, and construction
accident lawsuits. In addition, Mr. Grannis has defended Workers'
Compensation matters, and he has prosecuted indemnity, contribution and
subrogation actions.

dealerships located throughout the western United States. In this capacity, Mr.

the handling of other litigation by outside counsel. His duties also included
occasional regulatory compliance and licensing matters.

position on the City Planning Board. I have known John for approximately 8 years and
currently live in the same neighborhood, as does his family. I would like to see John on
the board because this area has had limited representation and I feel it needs to have
a strong voice in its advocacy. Having known John for quite a awhile, I can vouch for
his character. He is honest, sincere, and I truly believe he only wants what's best (and
what is right) for his family, friends, and community. John is a committed worker who
pays attention to the details of a situation and can look at it from all points of view. I
have seen his abilities at diplomacy, and know him to be very level headed in the midst

Charles Hall has been a member of The Church of Hope in Canyon Country for the past
seven years, serving faithfully in a number of positions:
1) On the governing Board of Directors in two positions —
Treasurer of the Church (2000) and the Outreach Team Chair (1999)
2) On the Building Team of The Church of Hope, helping to secure property for
the congregation, and now helping to upgrade the property and to be a
link with the City of Santa Clarita in terms of the land use, etc. (1999-2000)
3) Working as part of the Percept Team (1998) on a program which helped the
congregation understand the community around it. Charles frequently
helped in the interpretation of the data we received, making contact with
the City of Santa Cladta and also with the County offices to clarify issues.
4) Has faithfully worked wherever needed: in participation in worship services,
in working with children's education and Vacation Bible School, and in
serving on larger Synodical Committees connected with the Evangelical
Lutheran Church in America in this particular area.
Chanes Hall is a valued member of The Church of Hope, bringing many insights and
experiences to us from his training in urban management and planning, and his experiences
as an engineer and other fields of work.
We appreciate Chanes Hall for his love of family and of church, and his obvious

Candidate for Santa Clarita Planning Commission
Reasons to for Wanting to Serve:
Somewhere there is the perfect city where children are well educated, crime is at a
minimum and the environment is protected. I believe that the Planning Commission can
be an integral part in making improvements to our city in the pursuit of that lofty goal.
Qualifications:
Due to my unique background and experience I feel I have excellent qualifications to
serve as a member of the Planning Commission.
As a student at California State University, Northridge I was able to work at the Van
Nuys City Planning Department and in downtown Los Angeles for the City Planning
Commission. In both positions as a student intern I gained an extensive knowledge about
planning and zoning issues and their impact in the community.
I began my professional life, in the employ of a general contractor. My experience in the
field as a superintendent and in the office as a project manager taught me the value of
good planning and keeping good records.
For the past 12 years I have owned my own energy consulting business. I am able to
evaluate building designs in terms of their energy efficiency. As a small business owner I
have had to interact with many architects, engineers and homeowners, in some cases
convincing them to modify their designs in order to comply with the California energy
code. I have also been responsible for all the marketing and financial aspects of the
business.
In addition, I also substitute teach for the Newhall School District and the William S.
Hart School District. In that position I have learned the value of quickly evaluating a
situation, having a good sense of humor and confidently addressing large groups of
people.
Therefore, due to my varied educational and professional experience, I feel I would
enhance the membership of the Santa Clarita Planning Commission and am looking
forward to the opportunity to serve.

As a fellow member of the Education Community at the Meadows School in the Newhall
School District, Sue was a vital member of the Parent-Teacher Association while her two
children attended school there. Her next support occasion was at Placenta Canyon junior
High and again at W.S. Hart High School.
Sue has been an active member of The Friends' group for a number of years. Always there
when a need arises, Sue has particularly been a tremendous force for the very successful
twice -yearly Book Sales held at the Valencia Library. Contacting members for volunteering to
sort books, set-up the facility, and/or to work at the book sale, have all thrived under her
capable care. A special postcard to confirm volunteer dates was Sue's creation and serves as a
fine example of a non-stop drive to serve the Friends' interests to the utmost.
Energetic and community -minded, Sue is a very capable woman. We are proud to include her

I understand there are several vacanies on the Santa Clarita Planing Commission. I would
like to recommend Dan Seymour for consideration to serve as a member of the Planning
Commission.
I have personally known Dan Seymour, his wife and children for over five years. I know
they are committed to making this community a better place to live. Mr. Seymour's
personal and professional commitment this community would make him an excellent
choice to serve our community by his appointment to the Planning Commission.

our Planning Commission.
Dan Seymour has lived in this valley since 1994• He has located his business in this
valley and has four children attending public schools. I know Dan Seymour to beactive
in community affairs and he supports several of the non -profits in this valley.
Mr. Seymour's long-term commitment to Santa Clarita, both personally and
professionally, plus his formal education as a City & Regional Planner, makes him an
excellent candidate for a position on our Planning Commission.
I urge you to give consideration to Mr. Seymour request to serve our community.
