SUBJECT: PARCEL MAP NO. 24694-01 (SECO PLAZA, NEWHALL LAND &
FARMING COMPANY) — APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

City Council approve Parcel Map No. 24694-01 (Seco Plaza, Newhall Land & Farming
Company); accept on behalf of the public the offers of dedication for the right to restrict
construction over an open space lot and the right to restrict direct vehicular ingress and
egress to public streets; make findings as follows: (a) that this project is consistent with the
provisions of Sections 66474, 66474.1, and 66474.6 of the Subdivision Map Act and should
be approved, and (b) that this proposed subdivision, together with the provisions for this
design and improvement, is consistent with the General Plan required by Article 5
(commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or
any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of
Chapter 3 of Division 1 of the Government Code; instruct the City Treasurer to endorse the
Special Assessment Certificate on the face of the map for Parcel Map No. 24694-01, which
indicates that all special assessments levied by the City have been paid; and instruct the
City Clerk to endorse the Certificate on the face of Parcel Map No. 24694-01, which
embodies the approval of said map and the acceptance of the dedications shown thereon.
Parcel Map 24694-01 is the first phase of Tentative Parcel Map No. 24694. Tentative
Parcel Map No. 24694 was approved by the Planning Commission on January 20, 1998.
This tract consists of approximately 4.9 acres, located south of Copper Hill Drive, east of
Seco Canyon Road, and is owned by Newhall Land & Farming Company, a California
Limited Partnership. The development consists of three neighborhood commercial lots and
one open space lot. The dedication of the right to restrict construction over the open space
lot and the right to restrict direct vehicular ingress and egress to public streets is in
accordance with mapping standards and the conditions of approval, respectively. The
conditions set by the Planning Commission have been met, and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the
City Engineer. The map is ready for City Council approval and acceptance of the
dedications.

No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
The adjacent subdivision streets will be dedicated to the City. The maintenance of these
streets will impact the City's Street Maintenance budget. The developer is contributing the
following amounts for the purposes described (refer to the attached Fact Sheet for details):
