SUBJECT: COMPREHENSIVE REVIEW OF TRANSIT SERVICES — AWARD OF
CONTRACT
DEPARTMENT: Transportation & Engineering Services
City Council approve the award of contract to Urbitran in the amount of $70,000.00 to conduct a
comprehensive review of management and operation options for Santa Clarita Transit. Authorize
the City Manager to execute all documents, subject to City Attorney approval.
BACKGROUND
Santa Clarita Transit began operation in August 1991. Since that time, the operations and
maintenance functions have been contracted to private companies. City staff has performed the
management and administration functions, including policyrnaking, setting service standards,
planning, marketing, budgeting and finance, grants acquisition and management, capital acquisitions
and improvements, and participation in regional legislative and policyrnaking activities. The
contractor maintains the City's transit vehicles; hires, trains, and manages operations personnel; and
delivers the actual service to our citizens. The current contract will expire in August 2001.
Since the first year of operation, ridership has quintupled, system productivity has more than
doubled, and the fleet has grown from 39 to 75 vehicles. Studies project that the transit system is
expected to at least double in size. Indeed, transit will need to play an even larger role in the
transportation network in support of tolerable levels of service on major arterials.
Based upon ten years of experience and significant growth projections, it is clear that a high-quality,
cost-efficient transit system will be an essential element of the City's future. In the transit industry,
there are several management models for accomplishing that goal.
Before preparing a Request for Proposals for another five-year contractual relationship, the value of
which will exceed $35 million, staff recommends that an examination of management options be
conducted. Questions that this review will strive to answer include the following:

Would it be more cost-effective or beneficial to customers to bring some or all functions in-
house?
For functions that should be outsourced, how can the contract be restructured to improve
service quality?
Is the current management arrangement the most effective method for managing a transit
program that serves both City and County areas?
Two proposals were received and reviewed by a panel consisting of internal and external transit
professionals. The panel evaluated proposals for staff qualifications, thorougluiess, references, and
cost. Urbitran outscored Altmayer Consulting based upon thoroughness and staff qualifications.
Although Urbitran's bid price of $70,000.00 was higher than Altmayer Consulting's bid of
$50,500.00, the more comprehensive Urbitran proposal contained 210 more hours of work, resulting
in a lower cost per hour.
Staff recommends that the project be awarded to Urbitran for the sum of $70,000.00. The proposal
was reviewed for accuracy and conformance to the contract documents and found to be complete.
Urbitran possesses the superior experience and qualified personnel required to fulfill this contract.
ALTERNATIVE ACTIONS
City Council not approve award of contract. This action would result in a program implementation
delay without significant benefit.
Other action as determined by the City Council.
FISCAL IMPACT
Funds totaling $70,000.00 have been allocated for this project in the Fiscal Year 2000/01 budget in
Account No. 4600-8110.
