HomeMy WebLinkAbout2000-01-11 - AGENDA REPORTS - ROBINSON RANCH PROJ (2)AGENDA REPORT City Manager Approval UNFINISHED BUSINESS Item to be presented Jeffrev Lambert DATE: January 11, 2000 SUBJECT: UPDATE ON THE ROBINSON RANCH PROJECT, A GOLF COURSE AND RESIDENTIAL DEVELOPMENT IN SAND CANYON; AND THE APPLICANTS REQUEST FOR TEMPORARY OCCUPANCY OF ONE GOLF COURSE DEPARTMENT: Planning & Building Services RECOMMENDED ACTION City Council receive report regarding Robinson Ranch and provide staff with direction in response to the presentation. BACKGROUND On September 10, 1996 the City Council approved Master Case 95-049 for the project now known as Robinson Ranch. The proposal consisted of two public 18 -hole golf courses, one clubhouse, and 73 residential lots. In the last few months, the Council has received four updates on the project from staff during a regularly scheduled meeting. This agenda report serves to update the Council on the status of some of the project's conditions of approval. Additionally, this report acknowledges that the applicant, Mr. Ted Robinson Jr., will request this evening that the Council direct staff to grant his project a temporary certificate of occupancy for the commercial use of one golf course. In this evening's verbal presentation, staff will summarize which conditions of approval have yet to be completed and will evaluate the development's progress in satisfying its requirements. Map Recordation A bulk of the project's conditions of approval such as the requirement of easements, the payment of fees, and meeting standard engineering principles were effectively satisfied on December 14, 1999 when the Council approved the recordation of tract 52004. Public Trail The project contains approximately two miles of multi -use trails with a portion of the trail to be located on the adjacent Angeles National Forest (ANF) property. The City and the ANF have approved the ultimate trail alignment. Mr. Robinson has bonded for the entire trail improvement and he has fully constructed all of the trail segments on his property. The applicant expects to complete the remaining trails segments 45 days after the ANF staff approves the trail's environmental documentation with an expected approval date in February 2000. Provision of Domestic Water In combination, mitigation measure D -7(d) and condition 93 require the applicant to extend a water mainline and provide for a backbone infrastructure for potable water supply along portions of Oak Springs Canyon Road prior to occupancy of the golf course. The applicant has posted bonds for this improvement. Mr. Robinson has completed an agreement with the community to go beyond this requirement and install laterals and meters and to pay connection fees for domestic water. Plans to accomplish this have been submitted to the Santa Clarita Water Company and that company will, in turn, secure necessary easements and submit plans as necessary to the City for plan check approval. Partial installation of the required infrastructure has begun. This part of the project is expected to be completed in Summer 2000. Oak Trees The project received approval to remove up to 138 scrub oak trees and 130 coast live oak trees—seven of which are heritage size. The applicant estimates that the project as designed will ultimately remove 100 scrub oaks, 100 coast live oaks, and seven heritage. Of the probable 200 oak tree removals, Robinson Ranch expects to successfully transplant 80 of them. Slope behind the Penrose Property Mr. Penrose and Mr. Robinson have signed a letter with an attached plan agreeing to the final design of the slope behind Mr. Penrose's property. This slope has been completed as defined in the letter and has been approved by staff. The letter, accepted and agreed to in signature by Mr. Penrose, states, "upon completion, these improvements (referenced in the letter) will satisfy Mr. Penrose's concerns with the slopes, the related drainage, and the visual berming of the golf course from his house." Additionally, Condition No. 96 requires that the project provide berming and landscaping consistent with exhibit 3.0-5 in the Environmental Impact Report. This has been completed as required per staff and per the project's mitigation monitor, Rincon Consultants. Road Improvements The project's conditions of approval require the applicant to complete five significant road improvements. One of these has been completed and the remaining have been bonded. Staff will summarize the status of the four outstanding road improvement requirements during the verbal presentation of this item. 1. Oak Springs Canyon Road (west of the Angeles National Forest): The applicant's obligation to realign this portion of the road and add road base as required has been completed. 2. Signalize intersection of Lost Canyon Road and Sand Canyon Road 3. Widen the Sand Canyon Bridge (This improvement is not a mitigation measure nor an identified need because of project impacts.) 4. Install left turn lane on Sand Canyon Road east to project entrance 5. Install left turn lane on Sand Canyon Road east to Live Oak Springs Canyon Road Temporary Certificate of Occupancy (TCO) The applicant is requesting that the Council give staff the authority to issue a temporary certificate of occupancy to accommodate a soft opening and operation of one golf course. The issuance of a temporary certificate of occupancy would allow the applicant limited commercial use of the property for a nominal economic benefit while completing the remainder of the project and the associated requirements prior to obtaining a final certificate of occupancy and approval for the second course and the clubhouse. In issuing a TCO, the City has the leverage to ensure that the project's conditions and requirements are met by witholding permits, inspections, and/or certificates of occupancy for the other golf course, the clubhouse, and/or the residential component of the development. An issuance of a TCO would not reduce or relax the improvements and obligations that are required of the applicant, but rather only delay the 'implementation of them. The City retains the authority to stipulate which conditions must be satisfied prior to issuing a TCO. ALTERNATIVE ACTIONS Other actions as directed by Council. FISCAL IMPACT There is no known fiscal impact related to the contents of this report.
