SUBJECT: SACRAMENTO LOBBYIST
DEPARTMENT: City Manager
RECOMMENDED ACTION
Authorize the City Manager to contract with Robert M. Levy for state legislative advocacy
services in the amount of $44,000 for the period June 1, 2000 through May 31, 2001.
Transfer $5,500 from City Council Account No. 1240-7401 to Account No. 1210-8110. The
balance of $38,500 will be included in the proposed 2000/01 Budget. Authorize the City
Manager to sign all documents related thereto.
BACKGROUND
Currently, the City of Santa Clarita does not contract with any firm or individual to provide
legislative advocacy efforts in Sacramento. Due to the increasing number of City projects
and programs, there is a growing need for outside financial resources. This fact coupled
with the growing complexity of the numerous public and private funding opportunities, call
for professional expertise. The objective of the lobbyist will be the identification of potential
funding sources for a specified list of City projects and programs.
If the contract is approved, Mr. Levy will meet with City staff and the Mayor to identify
priority projects and programs, discuss the City's legislative platform, and deliberate about
strategic approaches.
ALTERNATIVE ACTIONS
1. Determine that a state advocacy professional services contract should be put out to bid.
2. Do not seek state advocacy services.
3. Other action as determined by the City Council.
FISCAL IMPACT
$5,500 from 1999/00 Fiscal Year Budget and $38,500 from 2000/01 Fiscal Year Budget.
